The Hainan Provincial Disaster Prevention, Reduction and Relief Committee upgraded the flood and wind prevention emergency response to Level 2 at 11:00 on the 13th. The reporter learned from the Hainan Provincial Emergency Management Department that as of 7 a.m. on the 13th, Hainan had evacuated 7,579 people from dangerous areas.

Meteorological monitoring shows that at 11:00 on the 13th, the center of the tropical depression in the South China Sea is located at 17.2 degrees north latitude and 107.5 degrees east longitude, about 245 kilometers south-west of Sanya City, Hainan Province. The maximum wind force is level 6 (12 meters/second). It is expected to move westward at a speed of 10-15 kilometers per hour, with little change in intensity.

The Hainan Provincial Disaster Prevention, Reduction, and Relief Committee requires six cities and counties in Wanning, Lingshui, and Qiongzhong to immediately launch an emergency response no lower than the provincial response level. Other cities and counties should strengthen consultation and judgment based on the forecast and warning conditions of the meteorological department, promptly launch or adjust the emergency response, and urge relevant responsible departments to do a good job in defense.

As of noon on the 13th, the education departments of five cities and counties in Hainan, Wanning, Lingshui, Qiongzhong, Baoting, and Qionghai, have notified the suspension of classes. Many cities and counties have decided to suspend classes for primary and secondary schools and kindergartens for one day on September 14.
