On the 23rd, the Hainan Provincial Information Office held a series of press conferences with the theme of "Starting the 15th Five-Year Plan", focusing on the "Hainan Province Five-Year Action Plan for Philosophy and Social Sciences (2026-2030)" (hereinafter referred to as the "Action Plan"), drawing a "roadmap" for the development of Hainan's social sciences in the next five years.
The "15th Five-Year Plan" period is the key five years for the Hainan Free Trade Port to move towards a higher level of opening up after realizing the island-wide customs closure operation. Zhang Zhenming, deputy director of the Propaganda Department of the Hainan Provincial Committee of the Communist Party of China, said that new topics are constantly emerging in the practice of reform and opening up, which urgently require in-depth research by philosophy and social science workers to answer China's questions, the world's questions, the people's questions, and the questions of the times.
The "Action Plan" anchors the 2030 development goals, deploys eight key actions and five guarantee measures, and strives to create a philosophy and social science innovation system that is compatible with the construction of Hainan Free Trade Port. Zhan Xingwen, chairman of the Hainan Provincial Federation of Social Sciences and president of the Provincial Academy of Social Sciences, said that during the "15th Five-Year Plan" period, Hainan will promote knowledge innovation, theoretical innovation, and method innovation in philosophy and social sciences; and strengthen the construction of the discipline system, academic system, and discourse system of philosophy and social sciences.
Hainan will carry out chemical, physical and chemical research and interpretation of the party's innovative theoretical system, and launch a number of innovative, valuable research and interpretation results that highlight Hainan elements. Continue to adjust and optimize the layout of philosophy and social science disciplines, cultivate disciplines urgently needed for the construction of the free trade port, develop cross-disciplinary disciplines with Hainan characteristics, and promote the formation of discipline clusters with Hainan characteristics and advantages.
Focusing on the strategic positioning of "three zones and one center" and the "45432" development structure of Hainan Free Trade Port, the "Action Plan" proposes that Hainan should strengthen innovative research on free trade ports with Chinese characteristics; deepen research on regional cooperation and development in the South China Sea, promote exchanges and cooperation between Hainan and countries surrounding the South China Sea; focus on protecting and utilizing and inheriting Hainan's historical culture, revolutionary culture, marine culture, and folk culture, carry out innovative research on Hainan cultural inheritance, and launch a number of influential research results.
According to the plan, Hainan will strengthen the construction of key new think tanks at the provincial level, cultivate and build a number of new key think tanks that are interdisciplinary and cross-field, have strong core competitiveness and national influence; encourage cross-unit and cross-disciplinary collaborative research, and promote the construction of key laboratories for philosophy and social sciences; in addition, expand international academic exchanges and cooperation, continue to successfully organize academic activities such as the China (Hainan)-ASEAN Think Tank Forum, and jointly create a "hot area social science" academic brand.
Zhan Xingwen said that Hainan will coordinate the construction of a team of social science talents focusing on leading talents, key talents, and young talents; improve the service mechanism for social science experts in Qiong, build an activity platform in line with the characteristics of "migratory bird" experts, and attract more high-level social science talents at home and abroad to serve Hainan.
