According to the person in charge of the Haitang Story Cultural Tourism Commercial District project, the construction of Hainan's international tourism and consumption center is accelerating, and tax-free and cultural tourism policies continue to increase; Sanya will receive 36 million tourists annually in 2025, and the total consumption of overnight tourists will exceed 98 billion yuan; Haitang Bay has gathered more than 30 high-end resort hotels, with a large high-end customer base, strong spending power, and long stay.
As one of the major projects attracted by Sanya, the first phase of the North District of Haitang Story Cultural Tourism Commercial Street Project has been completed. It focuses on high-end star-rated catering formats. It plans to build a Michelin- and Black Pearl-level catering cluster, bringing together Eastern European, Southeast Asian, Japanese and northwest, Fujian and Guangdong local cuisines. Currently, it has introduced brands such as Xin Rong Ji, Rong Xiaoguan, and Jingxi 1981.

It has introduced 14 "Top 500 companies in the third category" and 5 headquarters companies; with Qiong-Hangzhou Economic Cooperation The Sanya Demonstration Zone Investment Promotion Center serves as a carrier to promote the registration and settlement of 422 Hong Kong, Macao, Taiwan and foreign-funded enterprises. The center was also approved as the "Qiongang Foreign Cultural Exchange Center" and became one of the first five base service platforms of the National Foreign Cultural Trade Base (Sanya).
The investment promotion has achieved fruitful results, accelerating the release of Haitang District’s Qiong-Hong Kong cooperation platform effect. China Travel Service Group, China Resources Group, China Merchants Group and other state-owned enterprises based in Hong Kong, as well as well-known Hong Kong companies such as Fude Group and Fosun Group, have increased their investment layout; major projects such as CDFG Taikoo Li Sanya and Hello Kitty theme hotel have accelerated their progress.
New business formats such as surfing and diving, festivals and events, and rural tourism are also blooming in Haitang District. Atlantis Tourism and Leisure Street was awarded the Hainan Provincial Tourism and Leisure Street, and Haichang Dream Night City was selected as the national night culture and tourism consumption cluster. The Houhai area has built a full-time operation system with "maritime sports as the core, land supporting facilities as the support, and the night economy as the extension". At the same time, Haitang District has successfully created a provincial-level all-area tourism demonstration area and a provincial-level tourist resort, and has been listed among the top 100 tourist areas in China. The number of national 4A-level scenic spots in the district has increased from 1 to 3.

According to the plan, in the next five years, Haitang District will anchor its position as the core leading area of the international tourism and consumption center, continue to focus on the five core business formats of high-end hotels, leisure travel, consumer shopping, medical and health care, and conferences and exhibitions, and target high-quality industrial investments; fully promote the construction of high-end cultural and tourism projects such as Sanya China Duty Free Taikoo Li and Super Mediterranean, accelerate the implementation of high-end medical projects such as Fangda Hospital; cultivate and strengthen new night-time economy and immersive consumption formats, and continue to improve the entire international tourism consumption chain system.
Li Xiaofei, director of the Development and Reform Committee of Haitang District, said in an interview that Haitang District will focus on the precise layout of emerging tracks such as cross-border commerce, fine jewelry, digital economy, cultural and sports consumption, and strive to attract foreign investment projects, headquarters economic projects, and new business projects to land and gather, cultivate a number of emerging industries with strong growth potential, high added value, and adapt to the development positioning of the free trade port, and create a new engine for regional investment growth and economic improvement in the next five years.
