Hainan: During the "15th Five-Year Plan" period, earthquake early warning will be promoted into thousands of households and integrated into the grassroots emergency response system

"This is the 'last mile' issue of early warning implementation that the general public is most concerned about, and it is also a key livelihood concern in the construction of the province's emergency management system." On the 28th, at the "Starting the 15th Five-Year Plan" series of themed press conferences held by the Hainan Provincial Information Office, Yao Daoping, member of the Party Leadership Group and Deputy Director of the Hainan Provincial Seismological Bureau, said that during the "15th Five-Year Plan" period, we will focus on the three main directions of "more convenient, more accurate, and more effective" to promote earthquake early warning into thousands of households and integrate into the grassroots emergency response system.

During the "14th Five-Year Plan" period, China has built the world's largest earthquake early warning network, and Hainan has built an earthquake early warning system across the province. Related capabilities have also been incorporated into the province's emergency management system, laying a solid foundation for the implementation of early warning services.

How to make earthquake early warning more convenient and more widely available to thousands of households? Yao Daoping emphasized the need to unblock multiple release channels to make receiving early warnings "more convenient."

At present, Hainan Province has built a multi-dimensional early warning reception pattern in which "mobile phones can ring, TVs can play, terminals can report, and loudspeakers can shout": On the mobile phone, you can search for the "Hainan Earthquake Early Warning" applet through WeChat to customize early warning services for free. Five domestic mainstream mobile phone brands, including Huawei, Xiaomi, VIVO, etc., have built-in earthquake early warning functions. Through simple settings, you can realize a portable earthquake early warning terminal.

On the TV side, Hainan Mobile has taken the lead in implementing the IPTV TV synchronous reception of early warning pop-up windows; more than 1,200 sets of special terminals for earthquake early warning (including display screens and loudspeakers) have been deployed across the province, mainly in crowded places such as schools, hospitals, and communities. In addition, Hainan has also deployed early warning applications in key industries and important places such as commercial space launch sites, nuclear power plants, offshore wind power, industrial parks, and port hubs, and initially built an industry earthquake safety defense line.

Yao Daoping said that during the "15th Five-Year Plan" period, Hainan will further improve early warning release channels: TV terminals will promote full early warning coverage for 4 million households in the province; dedicated terminals will focus on promoting full coverage of campuses, and jointly upgrade primary and secondary teaching integrated machines with the Hainan Provincial Department of Education to simultaneously realize early warning functions; cooperate with the province's emergency broadcast system Construction, open up the "last mile" of early warning implementation, and make up for the shortcomings in coverage in remote villages and coastal fishing villages; promote the expansion of early warning services to major transportation infrastructure, precision manufacturing enterprises, key livelihood facilities, offshore production operations and other fields, strengthen early warning linkage response in key areas, and make early warning reach more efficient and comprehensive.

In order to make the early warning output "more accurate", Hainan has encrypted and expanded the monitoring station network. Yao Daoping said that land seismic monitoring sites will be intensified, and intensive observations will be strengthened in key areas such as the Puqian-Qinglan Fault Zone and Qiongbei Volcano; relying on key projects such as the "Land and Sea Monitoring and Early Warning System" and "Marine Seismic Monitoring Station Network", we will promote the extension of early warning services from central urban areas to towns and rural areas, and from land to sea areas to achieve both improvement in coverage and early warning accuracy, and provide technical support for the overall upgrade of the province's risk prevention capabilities.

The core value of earthquake early warning must ultimately be reflected in actual disaster reduction results. To this end, Hainan will improve the linkage response mechanism to make early warning services "more effective." Specific measures include improving the "call and response" mechanism for earthquake early warning, promoting the effective connection of early warning information with the province's emergency command system, and seamlessly linking it with emergency evacuation, relocation and resettlement of personnel; continuing to strengthen earthquake prevention and disaster reduction science publicity and normal emergency drills, guiding the public to master the essentials of emergency avoidance, and effectively improving the self-rescue and mutual rescue capabilities of the whole society.
