中油自海外進口的液態天然氣(LNG),溫度約攝氏零下162度,液化後體積僅是氣態天然氣的六百分之一。LNG船運抵台灣後,必須在接收站經氣化升溫,轉成氣態天然氣送往電廠、工業用戶手中;在冷變熱的過程中,也會釋放大量冷能,可加以回收利用,能夠轉化為空氣分離、工業冷卻,甚至AI算力中心散熱等用途。
中油永安廠為全台第一個啟用的接收站,廠內的冷能利用多元,包括氣體分離、冰水空調與供應魚塭養殖。其中,已跟遠東氣體長年合作,每年可供應37萬噸冷能,生產液態氧、液態氮等工業氣體;另外,冷能水品質穩、水溫合適,更無償提供給永安600公頃養殖業者使用,年產值創造15到20億元,是漁民眼中的「鑽石水」,永安地區的石斑魚更被外界形容是「吹著冷氣長大」。
中油天然氣事業部副執行長郭同境表示,LNG氣化所產生的冷能是珍貴資源,洲際接收站未來也會規劃冷能利用,並在站區周邊預留土地,會透過招租或標案方式,交由業者提出應用方案。
郭同境指出,因應AI算力快速發展,資料中心及伺服器散熱需求大增,尤其液冷技術需要穩定冷源,確實已有業者與中油接洽,但除了冷能供應條件外,也要考量算力中心的土地、電力及台電高壓設備等條件,最後仍須從整體投資及經濟效益評估。
中油發言人林珂如也強調,中油目前仍以推動LNG投資計畫為主,冷能利用並非中油的核心專業,現階段主要是尋找系統合作廠商,由中油提供冷能,再由廠商提出具體合作及利用方案。中油指出,隨著國家推動AI資料中心,業者也開始關注冷能是否能導入資料中心散熱系統,利用低溫冷能提升降溫效率。不過,目前從冷能供應到AI資料中心實際應用仍有一段距離,還涉及系統整合、供應穩定性及整體經濟效益等條件,現階段仍在接觸及評估階段,尚未定案。
至於冷能輸送有就近一、兩公里範圍利用原則,永安廠長施明欽以永安跟遠東氣體合作為例子,冷能就近主要是基於安全及技術條件,且要確保天然氣正常供應不受影響,再決定可以提供多少冷能給外部業者使用;同時市場需求也會有高低,未必每個時間點都有足夠的使用量,實際供應模式仍須進一步與業者協調。
