However, for those who wish, you can download your electoral document online from the National Registry of the Resident Population. In any case, the vote will not be electronic, because it will always be necessary to physically go to the polling station: however, with this innovation it will be easier to have your card at hand.
The implementing decrees to make the measure effective should arrive by the end of the year, or in any case by February. The competent bodies are still working on security and in particular on the secure scanning of the document once you arrive at the polling station to remove those who have already voted from the list. If the trial does not arrive at a safe solution in time, the citizen will have to show up at the polling station with his printed digital card.
According to the decree that introduced this tool within the Pnrr, the electoral card can be acquired by the voter "in digital mode on the basis of the data integrated in the national registry". The technical characteristics of the electoral card and the possible inclusion in the Italian digital wallet (It Wallet system), as well as the methods of use of the analogue copy exclusively at the voter's registration station, will be defined by February, i.e. "within twelve months from the date of entry into force" of the decree.
The Minister for Public Administration, Paolo Zangrillo, spoke about the upcoming news in recent days during a conference taking place in Genoa: "This is an important simplification for citizens. With the digital voter card we just need to remember to bring our smartphone with us and we can go and vote with peace of mind".
The minister's announcement, however, caused adverse reactions from the opposition: "The digital electoral card yes, the collection of online signatures via SPID for the lists that want to present themselves in the elections no. The Minister of Public Administration Zangrillo, boasting of this innovation, today makes clear the great hypocrisy of the government on the electoral law, used as an anti-democratic club against the opposition forces and in general against an expansion of citizen participation in the elections", was the attack of the secretary of +Europa Riccardo Magi.
The secretary of +Europa Riccardo Magi asked that "Zangrillo, Piantedosi and Meloni say why the digital electoral card for voting is good but at the same time they are prohibiting citizens from using the digital signature with certification through Spid to sign and allow a list to present itself in the elections, at the same time raising the number of signatures to be collected and making it impossible for anyone, except those who are already in the Palace, to participate in the electoral competition. There is no answer in legal or administrative terms, so much so that the digital signature is already used to sign referendum requests.
And in the meantime, the operations for the definitive approval of the new electoral law continue: the text, already approved by the Senate, is expected next week in the Chamber for the definitive green light. The attention is maximum, so much so that in the majority there is a request that everyone be in the Chamber, without any justification whatsoever for those absent. The spotlight is on October 8, the date on which the final vote on the law could arrive: a possible rejection would have a profound impact on the government and perhaps on the very end of the legislature.
