The second phase of the Jianhe Branch of Pinghe Elementary School in Changhua City started construction this year (2026). In response to the dense residential area and lack of parking space in the surrounding area, the county government spent another 390 million yuan to start the third phase of the project to build a 200-meter playground and underground parking lot, completing the last piece of the campus construction puzzle.

The Education Department stated that the third phase of the playground project hopes to catch up with the completion time of the second phase of the school building project in November next year (2027). By then, the second and third phases will be completed simultaneously. The second phase will build 28 new classrooms, which will allow the current lower grade students to move up to the middle and upper grades. Teachers and students will also have complete exercise space, and surrounding residents will also have an additional public space for exercise and parking. The third phase of the playground and parking lot project takes "a green space to carry childhood laughter" as the design core. The parking space is specifically changed to underground, and a complete green space and 200 meters of playground are retained above ground, taking into account the functions of campus activity space and public facilities. There are 172 car parking spaces planned on the first underground floor, and there are 75 motorcycle parking spaces on the ground. In response to the increase in students and the entry of new people from residential developments in surrounding communities, the demand for parking spaces has only increased.

The Education Department said that the third phase of the project started yesterday (24th). A special color scheme was introduced for the underground parking lot, using red, blue and yellow for visual zoning. This will deepen the lively attributes of the campus and strengthen the guidance and identification function, and integrate the local humanistic image. After the playground and parking lot are completed in the future, the campus functions will be more complete and can also meet the needs of community residents for exercise and parking space.

Looking back on the development history of the Jianhe Branch, the land for the campus was announced for expropriation as early as 1988. It was used as land for Wen Primary School No. 7 in Changhua City to plan the expansion of the Pinghe Elementary School. After the first phase of the project was completed in 2007, students began to attend the school. However, the south side of the school land had been occupied for a long time, and the landowner and the county government fought a lawsuit because of this. The county government won the lawsuit, demolished the buildings, and re-planned and designed the second and third phases of the project.
