At a series of press conferences with the theme of "Getting Started with the 15th Five-Year Plan" recently held in Datong City, Shanxi Province, a set of data outlined the innovative background of this resource-based city.
Wang Lirong, director of Datong Municipal Science and Technology Bureau, said that Datong will anchor the overall goal of building a scientific and technological innovation highland in northern Shanxi. Guided by four main directions and supported by six key measures, Datong will strive to significantly improve the city's scientific and technological innovation capabilities by 2030, so that the "key variables" of scientific and technological innovation can be transformed into the "maximum increment" of high-quality development.
During the "15th Five-Year Plan" period, Datong prioritized strengthening the dominant position of enterprises in technological innovation and built a gradient cultivation system for technological small and medium-sized enterprises, high-tech enterprises, and leading technological enterprises. Focusing on key tracks such as coal chemical industry, equipment manufacturing, biomedicine, new materials, modern seed industry, new energy, and computing power industry, we will deploy high-speed superconducting magnetic levitation and low vacuum pipeline technology, T1000 grade carbon fiber mass production technology, etc., to solve the problems of green and efficient utilization of coal and large-scale and high-value utilization of coal-based solid waste. At the same time, we will open up the "concept proof-pilot maturation-scenario application-industrial implementation" channel to strengthen the computing power industry and create an industrial ecology of "technology + computing power + data application".
How to make up for the shortcomings of the technology service industry? Wang Lirong said frankly that Datong City currently has 21 regulated technology service companies, most of which are concentrated in traditional fields such as engineering survey and design, project management, etc. The business coverage is narrow, the service level is not high, and the matching with local industries is insufficient. "During the 'Fifteenth Five-Year Plan' period, we will follow the ideas of optimizing stock, expanding capacity, strengthening platforms, and building mechanisms to promote the transformation of the science and technology service industry into high value-added formats such as R&D and design, inspection and testing, and technical consulting." She said that by the end of the "15th Five-Year Plan", the number of enterprises in the science and technology service industry will increase significantly, and the proportion of new business formats such as R&D, design, inspection and testing will steadily increase.
As an innovation-driven platform hub, Jinchuang Valley Datong has accumulated more than 520 docking projects since its operation in April 2024, with 75 companies settled in the core area, 14 newly cultivated technology-based small and medium-sized enterprises, 4 high-tech enterprises, and 2 companies that were among the first to be listed on the "Talent Board" of Shanxi Equity Exchange Center. Wei Xiangjun, deputy director of the Datong Science and Technology Bureau, said that by the end of 2025, platform companies had obtained a total of 268 intellectual property rights and 24 invention patent authorizations, with a total technology contract transaction of more than 45 million yuan and an operating income of about 270 million yuan; the company had invested more than 32 million yuan in research and development, leveraging nearly 15 million yuan of social capital.
In terms of science and technology innovation platforms, Li Wenti, a third-level researcher at Datong City Science and Technology Bureau, gave data: By the end of 2025, Datong City has 82 science and technology innovation platforms, ranking among the top in the province. During the "15th Five-Year Plan" period, we will focus on the four main directions of low-carbon energy, new materials, digital intelligence, and advanced manufacturing, adhere to the "one core, three parks, and multi-point support" layout, promote the high-speed speed provincial laboratory and eight provincial key laboratories to upgrade their quality, and support Huayang Carbon Materials and China Energy Construction Kerui in striving to become provincial technology innovation centers and pilot bases. "We will also strive to implement national-level projects and platforms such as the Coal 2030 Major Project, and lay out professional pilot platforms focusing on low-grade coal pyrolysis, comprehensive utilization of coal gangue, and T1000-grade carbon fiber."
On the industrial side, CRRC Datong's 700kW new energy locomotive has been operating safely for one year in Jianlong, Shanxi Province, reducing carbon emissions by more than 300 tons, and has developed hydrogen energy and pure battery power source technology platforms. Seizing the opportunity of “data from the east and computing from the west”, Datong has accelerated its transformation from “transmitting coal and electricity” to “transmitting computing power and delivering services”. “Energy + computing power” has become a new driving force for high-quality development. In June this year, Datong released the "OPC·AI" cloud park online platform and digital human "Little O". At the policy level, Datong has issued the "Datong City Innovation Achievements Industrialization Undertake Base Construction Plan", which clearly undertakes the transformation of scientific and technological achievements from four directions: medicine, equipment manufacturing, new materials and resource-dependent industries, and promotes "R&D in Beijing, experiments in the same city, and achievement transformation in Datong".
