At the meeting, Minister of Science and Technology Yin Hejun introduced that the "Outline of the 15th Five-Year Plan" has a special chapter on scientific and technological innovation. At the same time, building a manufacturing power, an agricultural power, a beautiful China, a healthy China, and a safe China all have clear requirements for scientific and technological support. The Ministry of Science and Technology will closely follow the planning and deployment and systematically lay out a number of major national scientific and technological tasks.
The first is to strengthen basic research. Closely follow the world's scientific frontiers and deploy basic theoretical research on mathematical theories and applications, and the control of physical states. Focusing on scientific issues in key fields such as biology, materials, energy, and information, we will deploy basic research tasks such as synthetic biology, materials genome, controllable nuclear fusion, and intelligent scientist systems.
The second is in leading scientific and technological research. Focusing on cutting-edge fields such as artificial intelligence, quantum technology, and biomanufacturing, key areas such as integrated circuits and industrial motherboards, and strategic areas such as deep space, deep sea, and deep earth, the entire chain will promote key core technology research.
The third is to improve people's well-being. Focusing on blue sky, clean water and good food, tasks such as environmental pollution prevention and control, resource recycling, agricultural biological breeding, and food safety are deployed; focusing on health, tasks such as innovative drug research and development, high-end medical equipment, and aging response are deployed.
The fourth is to ensure the safety of key areas. In response to major natural disasters and extreme climate changes, tasks such as disaster monitoring and early warning, risk prevention and control, emergency rescue, meteorological and ocean forecasting are deployed. In order to improve social security capabilities, tasks such as public health security and production safety are deployed.
Yin Hejun said that in the next step, the Ministry of Science and Technology will work with all parties to implement it and form a synergy. First, strengthen departmental coordination to ensure that R&D projects provide tangible support for economic and social development. The second is to strengthen the linkage between the central and local governments, support local governments in undertaking more major national scientific and technological tasks, and guide local governments to leverage their advantages and set up major research projects focusing on national needs. The third is to strengthen policy and condition guarantees, and promote science and technology policies to resonate with and work in the same direction as fiscal, taxation, finance, talent, intellectual property, market access and other policies. Strengthen the overall coordination of major scientific and technological tasks and major scientific and technological infrastructure. The fourth is to strengthen diversified investment, give full play to the role of financial funds as a bellwether, guide local governments, enterprises, and society to increase investment in research and development, and jointly support scientific and technological innovation.
