On the afternoon of September 29, the State Council Information Office held a series of press conferences with the theme of "Starting the 15th Five-Year Plan" to introduce the situation of promoting the construction of a scientific and technological power during the "15th Five-Year Plan" period. Long Teng, Vice Minister of the Ministry of Science and Technology, pointed out that accelerating the cultivation of world-class scientific and technological journals is an important part of building a scientific and technological power and achieving high-level scientific and technological self-reliance. The Ministry of Science and Technology, together with relevant departments, has taken a series of measures to promote positive progress in the construction of world-class scientific and technological journals in my country and show a good development trend.
First, the construction of scientific and technological journals in our country is accelerating, and the number of scientific and technological journals that have entered the ranks of world-class journals continues to grow. Driven by the guidance of national policies, in recent years, relevant universities, scientific research institutes, leading technology companies, etc. have launched new journals, effectively filling a number of blank areas. The management of existing scientific and technological journals has become more scientific and efficient. A number of scientific and technological journals have adjusted their publishing units or sponsors, and their publication strength and development vitality have continued to increase. A number of scientific and technological journals have entered the ranks of world-class scientific and technological journals. According to the "2025 World-class Scientific and Technological Journal Catalog" released by the China Institute of Scientific and Technological Information, there are a total of 353 types in China.
Second, guiding policies and measures have been implemented on multiple fronts to effectively promote the local release of major scientific research results. In the selection of academicians of the two academies, the review of national science and technology awards, and major national science and technology projects, policies are used to guide major scientific research results to be published in Chinese science and technology journals. Among them, key international cooperation projects require more than 50% of Chinese and foreign co-authored papers to be published in Chinese science and technology journals. Most of the rest require more than 20% and gradually increase. Relevant requirements have also been put forward in some local science and technology plans.
Third, the scientific and technological journal publishing group continues to grow, and the pace of cluster development has accelerated significantly. The competent departments of scientific and technological journals have continuously improved the level and academic influence of scientific and technological journals in my country through measures such as carrying out journal effectiveness evaluation, expanding the scale of journal groups, and building a pyramid-shaped multi-level journal group of "main journals-sub-journals-partner journals". At present, the total number of journals of the four leading scientific and technological journal publishing groups reaches 2,383 types, an increase of 1,111 types from the end of 2024.
The fourth is to initially build a more open and scientific scientific and technological journal evaluation system. A world science citation database covering approximately 31,000 domestic and foreign scientific journals has been constructed, and a world-class scientific journal evaluation index system covering the four dimensions of academic organization, academic leadership, academic influence and social influence has been constructed to comprehensively consider the academic level and development capabilities of journals.
In the next step, the Ministry of Science and Technology will work with relevant departments and units to further improve the evaluation indicators of world-class scientific and technological journals, guide and encourage scientific researchers to publish more scientific research results in Chinese scientific and technological journals and platforms, and support more scientific and technological journals to become world-class.
