I have received an indictment, I am astonished.
What I am about to tell is actually a tragicomic event.
There is no final court decision yet.
Date: 14 August 2018.
In the driving license exam in Konya Meram, the police receive information that someone else will take the exam instead of the candidate named Uğur Baran. He goes in front of the school. He finds Uğur Baran in front of the school. He asks for ID but gets the answer, "I don't have any ID."
Because allegedly his ID is inside! The person taking the exam on his behalf.
The police enter the exam hall. It is determined that the person who took the exam on behalf of Uğur Baran is actually Barış Başçı.
Two days pass. Same school. This time, "Seyfettin Kavak", who took the exam under the name of "Mahsun Kıpçak", is caught.

But as the file is opened, it becomes clear that the issue is not two people. More interestingly, the issue wasn't just a few fake IDs.
According to the prosecutor's office, there is an organization that spans years and provinces.
'JOKER' IS SELECTED
The system allegedly works like this:
There are candidates who cannot pass the driving license exam or think that they cannot pass it. An agreement is made for money. A “wild card” that resembles the candidate is chosen. Hair is being cut. The beard is being trimmed. Make-up is being applied. The photo is manipulated. With Photoshop, the real candidate and the joker are made similar to each other. If necessary, the real identity is given to the joker. Then some driving schools come into play.
According to the prosecutor's office, candidates are enrolled in courses that are claimed to be affiliated with the organization, those who do not attend the theoretical training are shown as having attended, photographs and documents are uploaded to the system, and an official exam entry document is created.
The indictment lists Deniz Tekin, Bilal Öztürk, Mehmet Nur Bakır and Salih Hanas as the managers of the organization. The prosecutor's office claims that these people found the real candidates, identified the "wild cards" and managed the organization.
The joker candidate is made to memorize information such as the real candidate's parents' names, children, relatives and ages. Do you know what they call this among themselves? “GBT.” There is more.
The indictment says that some jokers do not even have their own driver's license.
But they took the exam on behalf of so many other people that they learned the questions, were successful in the exams, and turned this job into a profession.
The man who does not have a driver's license takes the driver's license exam professionally to give someone else a driver's license!
According to the determination of the prosecutor's office, real candidates are generally paid 1,000 to 5,000 TL at that time, and in return for using jokers, approximately 1,000 TL is paid to the joker.
In a voice recording, it is mentioned that the color of the photo was changed to make it look like a joker candidate.
So there is no coincidence. There is a plan. There is preparation. There is division of labor. There is money. There is technology.
In the indictment, 135 separate events are described one by one.
However, the prosecutor's office also examines the past arrest records of the joker candidates and an incredible picture emerges.
With the determination in the indictment, it is stated that joker candidates were caught taking the exam using similar methods a total of 464 times in 37 different provinces until September 2021.
194th in Adana, 92nd in Mersin, 28th in Hatay, 23rd in Istanbul, 12th in Ankara, 9th in Konya.
And the prosecutor's office has a very important finding: These people continue their activities despite being caught many times.
This is where we need to stop. A person is caught once. He is caught twice. Won't the system go into alarm on the third time?
WHY KONYA?
The same people wander from city to city. He takes the exam in place of other people. They are getting caught. Then they reappear in another city. How is this possible?
The prosecutor's office states that the structure particularly preferred Konya because it is thought that there is less supervision and the examiners are more tolerant.
A speech included in the digital materials is also noteworthy. In the message, one person appears to say that examiners sent people who did not look alike before the exam started, but "took no action".
There is even this statement:
"He says don't bother us with the statement, he sends it without taking any action."
This is the claim of the people doing the messaging. Were there really officials who acted like this? If so, who were they? Has any action been taken against them?
These are questions that need to be answered.
The file also lists 15 driving schools, which the prosecutor's office claims are linked to the structure, based on their crime dates.

The indictment specifically states that some of these courses were later transferred to third parties and the connection with the organization was terminated.
According to the indictment, a camera was found inside a medical mask from a suspect.
Portable Wi-Fi devices... Cameras... Hidden in-ear audio transmission devices... Camera, microphone and headphone setup from another suspect... Multiple Wi-Fi devices and hidden camera setups from another suspect...
In other words, it has already passed the level of "Let me put someone who looks like me to the exam." A technological copy system has been established. The chronology of the file is also thought-provoking.
The investigation begins in Konya in 2018.
The file is sent to Adana on the grounds that the center of the structure is Adana.
It gives you no authority over your island. After the jurisdiction dispute, the file comes back to Konya.
The operation is being carried out in 2022.
And the 413-page indictment is completed on July 18, 2025. Approximately seven years from the first incident to the indictment.
Now, do not see the issue only as a courthouse file.
I said it was tragicomic at the beginning of the article, but after a certain point, our life safety is actually at stake.
People who got their driver's license in this way are among us in traffic.
It is not clear how many of them use buses or trucks.
The indictment does not reveal the total number of those who received a driver's license as a result of this method.
This is the scariest thing.
