Former İSFALT General Manager Burak Korzay made a defense in the İmamoğlu Criminal Organization for Profitable Organization case. During the investigation, Korzay took advantage of the provisions of effective repentance and became a confessor, and in his statement, he claimed that there was a money flow within the Istanbul Metropolitan Municipality called "system" for municipal tenders and progress payments, and that progress payments were not released without payment of certain amounts. Speaking about Fatih Keleş, who holds all the tender and money traffic in Istanbul Metropolitan Municipality despite not having an official position, Korzay said, "Fatih Keleş is Ekrem İmamoğlu's right-hand man. He told me, 'Don't get involved in these matters.' There was nothing I could do. He didn't like me at all. We were even sending the budget information of all the tenders to Fatih Keleş." Korzay said that when he became the head of İSFALT, he wanted to strengthen the institution and prevent public damage by purchasing work machines that had not been purchased for 30 years, but he was blocked by Fatih Keleş and said, "The market was intended to get work. İSFALT was prevented from doing business with its own means. The tenders were divided on purpose."

Referring to the 80 billion TL illegal casting scam in the Cebeci Mine Rehabilitation Project at the hearing, confessor General Manager Korzay stated that ISFALT could not earn a single penny of income despite having partnerships in the mining fields in the region. Korzay said, "After taking office, I found that İSFALT had a revenue sharing agreement here. When I questioned this, the contract was canceled unilaterally very quickly. Fatih Keleş told me, 'İSFALT has no right here, it is dumped elsewhere, mind your business'." he said.

During the hearing, it was also revealed how Istanbul Metropolitan Municipality's snow control and infrastructure tenders were rigged. Confirming the scandalous order in Bakırköy upon the questions of the prosecutor, Korzay said, "There were 4 big tenders that IMM was awarded. Fatih Keleş called them all to the building of IMM in Bakırköy. He told us, as İSFALT, to enter only one of the tenders and not to bid for other tenders. Arif Gürkan Alpay also called me and said similar things in private. They left the tender with the lowest profit margin to us, and divided the high-profit works to pro-government contractors in the market."
