A new regulation on GSS debts is coming to the Parliament: The debts of 1.5 million people will be erased

The government is preparing a new legal regulation regarding General Health Insurance (GSS) premium debts.

With the regulation expected to be submitted to the Grand National Assembly of Turkey, it is planned to postpone the GSS debt of approximately 10 million citizens, exceeding 100 billion TL, and to erase the debt of approximately 4 billion TL of approximately 1.5 million people for 2016.

DEBT DUE TO 2016 WILL BE ERASED

A separate regulation is being prepared for GSS premium debts for the period between January 1, 2016 and January 1, 2017.

It is envisaged that the debts of approximately 1.5 million citizens, reaching 4 billion TL, will be erased together with the delay penalty and late payment interest.

DEBT OF NEARLY 10 MILLION PEOPLE WILL BE POSTPONED

The other leg of the regulation is the postponement of the Utilities premium debt of nearly 10 million citizens, which exceeds 100 billion TL.

In current practice, the period for free use of public hospitals and health institutions by people with UHI debt ends on December 31, 2026.

The new regulation is aimed to be passed by the General Assembly of the Turkish Grand National Assembly and published in the Official Gazette before the new year.

1.981 TL GSS PREMIUM EVERY MONTH

Within the scope of the GSS system, which came into effect in 2012, citizens who do not work in any insured job or do not have the status of a dependent are included in the scope of GSS ex officio.

The premiums of people who prove that they do not have the ability to pay by taking an income test are covered by the state.

Those who do not have an income test or whose per capita income in the household is more than one-third of the gross minimum wage must pay a monthly GSS premium of 1,981 TL for 2026.

WHO IS COVERED BY GSS?

Employees, those receiving income or salary from the Social Security Institution (SSI), employers, foreigners, foreign students, Turkish nobles, those granted stateless status, privates and non-commissioned officers, military school students and those benefiting from unemployment and short-time work allowance are included in the scope of GSS.

The dependent spouses, children, mothers and fathers of these groups also benefit from the system.
