Since practically the same day of the massive entry of migrants into Ceuta, the Government has formally accused mafias and criminal organizations of being behind the events of July 30 and 31, while exonerating Morocco of any type of involvement. However, the police report to which 20minutos has had access, and which makes a detailed analysis of everything that happened, goes in the opposite direction: neither mafias nor criminal organizations appear at the origin of everything.
The report has a section of several pages titled Criminal Organizations. In it, he establishes that in Ceuta "we can speak of two types of groups or structures with a certain organizational level from a criminal point of view." Firstly, the groups dedicated to drug trafficking, of which there is "a very high level of knowledge" due to the "number of investigations (more than one hundred) with the participation of UDYCO-Central."
After a detailed analysis of the composition of these gangs, their way of functioning and their search for economic benefits, the report concludes that "there is not a single reference to these organizations engaging in human trafficking combined with drug trafficking."
Dedicated to human trafficking (transfer to the Peninsula)
A larger section is dedicated to these criminal structures. The modus operandi of these organizations, the police report details, is well defined: "use of drug boats for quick round trips, with up to four high-power engines; precarious boats, pneumatic or wooden, for a single trip and with low-power engines; use of fishing boats + Toy, mother ships that transport migrants to international waters, where they disembark them in extremely precarious inflatable boats, without motor, and notify the rescue authorities for their rescue and, finally, the entry "swimming" into Ceuta".
Of the "5 operational groups with the capacity to move dozens of people on each boat", only "one of them operates in Ceuta and its surroundings, organizing daily passes from Castillejos to Ceuta. It is estimated that it has the capacity to bring between 3 and 5 immigrants daily to the autonomous city."
The report also defines that knowledge of these organizations "is high, as they have been the subject of a large number of investigations with the participation of UCRIF-Central, although none of the operations have taken place in the area of Ceuta."
"Exclude spontaneous generation from mobilization"
Once the typology of the crime dedicated to human trafficking in the area of Ceuta has been analyzed, the police report analyzes its possible links with the massive jump: "A process of mass mobilization of people with the characteristics of that of July 30 and 31, 2026 and the added effects to the purely migratory ones that it causes, require capabilities that, in addition to excluding 'spontaneous generation', represent a paradigm shift in the ordinary migratory dynamics coming from criminal organizations in Morocco and the surroundings of Ceuta".
For this reason, and according to actual words written by the security forces, "the illegal and simultaneous entry of more than 70,000 people into the territory of another State, without demanding economic compensation, does not seem to be in line with the main search for profit (...) A different issue is that on the occasion of this massive entry, there are criminal organizations that have specifically taken advantage of the opportunity to obtain some benefit with a limited number of transfers to the Peninsula." The police conclusion about this second type of gang is that "they lack the capacity to organize a movement of these dimensions."
