M5s presents Income 2.0: the new version of the measure for 2027

At the Nova event in Milan where on 19 and 20 September the M5s voted on the pillars of the program to be submitted to the Campo Largo allies, Conte's Movement presented version 2.0 of the Citizenship Income which will be one of the characterizing measures of the Five Star Movement in the 2027 policies.

Income support

The M5s aims to restore a universal measure to combat poverty such as the Citizenship Income, also in view of the effects that Artificial Intelligence will have on the job market. The basic income threshold will be 6,500 euros per year plus a maximum of 3,640 euros for rent or mortgage.

Employable people, currently excluded from the inclusion allowance, will also receive the Rdc

The Movement also intends to give the "employable" (580 thousand individuals) the same economic treatment as the current inclusion allowance, but with the obligation to follow two paths: 1. Projects useful to the community (Puc) for the Municipalities, at least 8 hours a week (cancelled by Adi/Sfl); 2. ⁠Pact for work and training, with companies and employment centres/employment agencies. At these structures, the beneficiary will have to sign an agreement with a company which, if after a short trial period hires him on a permanent basis, he will obtain 12 months of Income 2.0 in the form of contribution relief. “This is something new that we have introduced so that companies are incentivized to hire income earners, after a trial phase” explains M5s MEP and former INPS president Pasquale Tridico.

Taking charge

Mandatory care is also envisaged for all beneficiaries by Municipalities, employment centers or employment agencies.

Active policies

To improve the active policies linked to the subsidy, the finalization of the Plan to strengthen the employment centers launched in 2019 is expected, which has not yet been completed by the Regions despite the allocation of 1 billion euros. The aim is also to strengthen the Siisl platform, integrated with data from Municipalities, employment centres/employment agencies, businesses and beneficiaries of all income support benefits (Naspi, CIG etc.)
