Deputy Prime Minister Pham Thi Thanh Tra assigned the education sector to innovate programs, increase practical training and link learners' skills to employment needs.
On August 30, Deputy Prime Minister Pham Thi Thanh Tra signed a decision to issue a plan to implement Conclusion 62 of the Secretariat on improving labor productivity associated with labor market development.
According to the plan, the way workers are trained and evaluated will strongly shift from valuing qualifications to vocational skills, practical ability, adaptability and work efficiency. A lifelong learning system is also developed for workers to regularly supplement their knowledge, retrain and improve their skills.
The Ministry of Education and Training is assigned to develop a national human resources development strategy, prioritizing high-quality human resources, technical human resources, digital human resources and labor for strategic industries, including defense and security industries.
Training content and methods must be innovated in an open and flexible direction, closely following the recruitment needs of businesses and changes in technology. Models of dual vocational training, practical training, according to orders or job positions will be replicated.
Businesses are encouraged to participate from program development, training organization to evaluation and recruitment of workers after graduation. The policy to support businesses in training, retraining and developing skills for workers is expected to be completed in 2027.
People working in industries strongly impacted by automation, technological innovation and digital transformation will receive support in career change, supplementing digital skills, artificial intelligence, green skills and vocational skills.
Training programs for practical engineers, high-tech human resources and new careers emerging from digital transformation, green transformation, population aging, and technological innovation will also be developed. General education, vocational education and university must increase interoperability, helping learners smoothly transition between levels and levels of training.
After middle school, students will receive enhanced career guidance and streamlining. The Ministry of Education and Training researches the 9+ vocational high school model according to international standards and market needs, combining general knowledge with vocational training. Learners can both complete the high school program and achieve vocational qualifications to soon enter the workforce or continue their studies.
The high-quality human resource training network will be developed in association with key industries, high-tech parks, innovation centers, dynamic economic regions and strategic areas.
To create more productive and high-income jobs, the Ministry of Finance coordinates with the Ministry of Construction and the Ministry of Science and Technology to complete a policy of prioritizing projects using advanced technology, with great added value, modern management and effective use of resources.
Ministries and branches are also assigned to support workers moving from the informal sector to the formal sector, from low productivity areas to high productivity areas. Policies on employment, vocational skills, wages and social insurance serving this process are expected to be completed in 2027.
The Ministry of Finance is responsible for researching financial, tax and investment incentives to support businesses and experts to attract high-quality human resources and foreign scientists to Vietnam to work, research and innovate. The Ministry of Home Affairs reviews regulations on wages, income, work permits and standardizes vocational skills according to domestic, regional and international standards.
The Ministry of Science and Technology builds a unique, outstanding and controlled testing mechanism to recruit and utilize experts, scientists, and human resources for innovation and digital transformation at home and abroad.
In the agricultural sector, workers will be trained in technology application skills, digital transformation, green transformation, operating modern machinery and organizing production along the value chain. The goal is to form a team of "professional farmers" and "digital farmers" to meet the requirements of developing modern, ecological agriculture.
The plan includes 8 groups of tasks, aiming to improve labor quality, create more high-productivity jobs and build a modern, flexible and effective labor market.
