Vice rector of Trung Vuong University was arrested

Nguyen Van Nam, Vice President of Trung Vuong University, was arrested on charges of abuse of power, facilitating tuition fraud, and forging graduation certificates.

Tuyen Quang Provincial Police today said that the Security Investigation Agency has just prosecuted and detained Mr. Nam, 44 years old, Deputy Director of Technology and Training Cooperation at Trung Vuong University, to investigate the crime of Abuse of Power while performing official duties, according to Clause 4, Article 357 of the Penal Code.

This is a new development when the police expanded their investigation into the case of document falsification and fraud related to Trung Vuong University.

In April, the police prosecuted Pham Quoc Duong, 43 years old, residing in Hanoi, on charges of fraudulent appropriation of property and falsification of documents of agencies and organizations.

From August 2018 to June 2022, Nam worked as Deputy Director of Technology and Training Cooperation at Trung Vuong University. During this time, Nam was accused of intentionally performing tasks beyond his authority, creating conditions for Duong to manage and train a university class specializing in economic law in the work-study system in Ha Giang province (formerly).

Taking advantage of this, Duong gave a lot of false information to collect entrance fees and tuition from many candidates in Ha Giang, a total of nearly 3 billion VND. Duong did not pay all of this money back to the school but appropriated it for personal use.

In February 2025, in order to hide his actions, Duong forged temporary graduation certificates from Trung Vuong University to provide to those who had paid tuition.

The Security Investigation Agency is continuing to expand the case.
