Spokesman Rafał Leśkiewicz announced the president's position on Tuesday on the X platform.
"The President of the Republic of Poland, Karol Nawrocki, acting pursuant to Article 11(1) of the Act of December 8, 2017 on the State Protection Service, conveyed to the Prime Minister Donald Tusk a negative position on the appointment of Col. Tomasz Jackowicz to the position of Commander of the State Protection Service," he wrote.
In the entry, he reminded that in accordance with the Act, the head of the SOP is appointed and dismissed by the Prime Minister, at the request of the minister responsible for internal affairs, in consultation with the President of the Republic of Poland.
"The candidacy of Col. Tomasz Jackowicz has not received such approval," he wrote.
He added that the President of the Republic of Poland remains ready to agree on the candidacy of a person who will guarantee professional and stable management of the formation responsible for the safety of the most important people in the state.
Consent to the dismissal of General Jaworski
In mid-September, the presidential spokesman announced that Karol Nawrocki had consented to the dismissal of Brigadier General Radosław Jaworski from the position of commander of the State Protection Service
"Due to the situation in which Brigadier General Radosław Jaworski, acting as Commander of the State Protection Service, cannot perform his official duties as a result of the decision of the head of the Ministry of Interior and Administration, after a conversation and consultation with General Jaworski, the President of the Republic of Poland, Karol Nawrocki, agreed to dismiss him from his position," wrote Leśkiewicz on X.
Leśkiewicz added in the entry that "the Minister of Internal Affairs and Administration, Marcin Kierwiński, who supervises the SOP, is directly responsible for the condition of the formation responsible for ensuring the safety of the most important people in the state."
"Taking into account the good of the formation and the officers serving in it, the President of the Republic of Poland expects transparent and lawful actions from those in power," he wrote.
Why was the head of the SOP dismissed?
In mid-January 2026, the Ministry of the Interior and Administration announced the initiation of disciplinary proceedings against the commander of the SOP, Brig. Radosław Jaworski. He was suspended from his duties and his duties were taken over by Colonel Tomasz Jackowicz. In July, the duties of the SOP commander were entrusted to Col. Maciej Lewiński.
The case was allegedly related to the theft of a car belonging to Prime Minister Donald Tusk's family, which occurred in September last year. The perpetrators stole a Lexus from the house in Sopot, owned by the head of government. After the car theft, the director and deputy director of the prime minister's security office were dismissed, and the head of the SOP, General Jaworski, first went on overdue leave and then took sick leave. Due to this situation, the head of the Ministry of Interior and Administration, Marcin Kierwiński, asked for a report and information from the State Protection Service.
Audit and changes in SOP
These are not the only staff changes at SOP this year. At the beginning of February, the Ministry of Interior and Administration confirmed the dismissal of four directors of key divisions in the formation and one deputy. This is related to the audit commissioned by the SOP, which, according to the spokeswoman of the Ministry of Internal Affairs and Administration, Karolina Gałecka, was devastating.
According to Gałecka, an officer who did not hold a managerial position and was accused of "violating the ethics of a SOP officer" was also suspended. Following information received by the Ministry of Internal Affairs and Administration and the SOP, an investigation into this matter had been conducted since October last year, and then disciplinary proceedings were initiated against him. The case is about threats made by an officer of the State Protection Service against a journalist. In this case, the formation reported to the prosecutor's office about the possibility of committing a crime.
SOP replaced BOR
The SOP was established by the Act of December 8, 2017. As of February 1, 2018, it replaced the Government Protection Bureau.
The SOP ensures the safety of the President of the Republic of Poland, the Speakers of the Sejm and the Senate of the Republic of Poland, the Prime Minister, the Vice-President of the Council of Ministers, the minister responsible for internal affairs and the minister responsible for foreign affairs, former presidents, persons indicated in the act who are members of delegations of foreign countries staying in the territory of the Republic of Poland, other persons and facilities protected by law for the good of the state, as well as foreign missions of the Republic of Poland.
