Court of Accounts detected irregularities in Ege and other universities

The irregularities detected by the Court of Accounts against Aegean universities attracted attention. In this context; Ege University was one of the universities that attracted attention.

DOZENS OF BUSINESSES ARE OPERATING IN THE UNIVERSITY WITHOUT LICENSES

During the previous rector Necdet Budak's term, 27 people were arrested in the investigation into the alleged public damage of 3.1 billion lira at the university, and many irregularities were detected in the Court of Accounts reports at that time. In the 2025 audit report of the Court of Accounts, it was seen that the irregularities in the university were not eliminated. In this context, it was determined that 59 businesses that were rented or easement rights were established on areas belonging to the University did not have a business or operating license, and the university administration did not impose legal closure sanctions.

It was also noted that the university administration did not operate the periodic control and administrative control mechanisms required by the legislation during the use of real estates that were rented or granted easement rights. In addition, the irregularity that the university's social facility businesses did not have licenses in accordance with the current legislation was also included in the report.

TEACHING STAFF HAVE ESTABLISHED COMPANIES THAT ARE CONTRARY TO THE LEGISLATION

In addition to the licensing irregularities at the university, it was stated that some medical faculty members working at the University hospital established commercial companies under the name of "patient consultancy" in their own names and accounts, contrary to the legal regulations. It was determined that the faculty members in question actually carried out freelance medical activities such as patient admission, examination, medical evaluation, treatment guidance and medical opinion through these companies.

EXAM FEES WERE NOT RECORDED ACCORDING TO PROCEDURE

In the report on Dokuz Eylül University, another popular university in Izmir, it was determined that master's degree and Erasmus foreign language exam fees were recorded as revolving fund income instead of the special budget, contrary to the legislation. In addition, it was determined that the Doubtful Trade Receivables Account in the Accounting records of the university's revolving fund did not fully and accurately reflect the real financial situation.

SOME MOVABLES ARE NOT REGISTERED

In the report regarding Izmir Kâtip Çelebi University, it was stated that there were movables that were recorded in the research and application centers affiliated to the rectorate and the coordination office but did not actually exist, as well as over-counted movables that were not included in the records.

THERE IS NO PROVISION IMPLIED IN THE DIRECTIVE FOR ASSURANCE

In the report of Manisa Celal Bayar University; It was stated that the financial security statements requested by the university from international students during registration did not comply with the "Principles Regarding the Admission of Students from Abroad" determined by the Council of Higher Education. According to the report, there is no provision in the university's directive on how the financial security amount will be determined and how much it will be.

6.4 MILLION EXPENDITURE FROM THE UNIVERSITY

Another striking finding in the report was the irregularity in service procurement. According to the report; Out of the 44 million 643 thousand 340 TL allocation given to the university for 2025, 6 million 439 thousand 599 TL was spent. It was determined that although the university's budget for purchases exceeded the 10 percent limit, it continued to make purchases without obtaining the approval of the Public Procurement Board. The university's defense attracted attention. The university administration argued that this situation was not due to ignorance of the legislation, but that there was a systemic problem during the login via EKAP. For this reason, it was stated that the permission request could not be sent for approval and service procurement continued in order to meet the urgent needs of the university.
