The Court of Accounts reported that the Human Rights Action Plan targets were not achieved in TİHEK

The Court of Accounts revealed that the target for the Turkish Human Rights and Equality Institution (TİHEK) in the "2nd Human Rights Action Plan" covering the years 2021-2023 has still not been achieved. According to the 2025 evaluation reports of the Court of Accounts; It is stated that the institution still lacks internal legislation and that there is a need for organization and norm staff studies based on job analysis, job description and job study in terms of international accreditation.

THE INSTITUTION LEFT FAR AWAY FROM ITS TARGETS

For the institution within the scope of the 2nd Human Rights Action Plan; He talked about the aim of harmonizing the United Nations (UN) national human rights institutions with the principles regarding their status, obtaining "Global Network of Human Rights Institutions" accreditation, and strengthening the structure of provincial and district human rights boards and increasing their effectiveness. However, as the action plan in question expired and preparations for the new action plan continued, the institution remained far from these goals.

INTERNATIONAL STANDARDS WERE NOT COMPLIED WITH

In the relevant report of the Court of Accounts; It was noted that TİHEK does not have an organization and norm staff study based on job analysis, job description and job study. With this; While it was stated that sub-units within the main service units and provincial units affiliated with the center, except for one province, have not yet been established, it was determined that there were deficiencies in terms of the definitions of duties, authorities and responsibilities of the employees. Accordingly, the Court of Accounts; He stated that the institution does not carry out activities in accordance with the recommendations of international human rights institutions and the targets of the "Medium Term Program" covering the years 2023-2025.

THERE IS AN EMPLOYEE SHORTAGE

The report also includes; The total number of staff and positions of the institution is 243; It was stated that 199 of them were occupied and 44 were empty. With this; In the report, it is emphasized that 39 temporary officers whose positions are in other institutions are also working in the institution; It was recorded that the total number of employees actually working was 223. Institution; Although it was emphasized that the need for employees was improved to some extent, it was stated that the employee gap could not be closed and this situation was also important in terms of international accreditation.

FLATS SHOULD BE OPENED IN MAJOR CITIES

Referring to the recommendations of the Paris Principles and international organizations, the Court of Accounts also stated that the provincial organization should be expanded so that citizens and disadvantaged groups can directly access the institution. While the institution currently has offices in Gaziantep and, with the decision published in the Official Gazette at the beginning of this month, in Istanbul, the Court of Accounts emphasized the importance of opening new offices in big cities to ensure that the institution meets the principle of "accessibility".

6 REGULATIONS ARE MISSING

The report also includes; It was also noted that the board had a lack of internal legislation. The report emphasized that 7 regulations, 5 directives and 3 circulars have already been implemented in the institution. However, it is necessary for the institution to complete its internal legislation; It was determined that the regulations that would determine the professional and ethical principles to be followed by the employees and the working methods and essence of the institution's presidential service units and departments were missing.

With this; It was stated that the application method and essence, the qualifications and working principles of experts within the institution, the method and essence of the "consultation commission" to be established and the meetings to be held on human rights and discrimination issues, and the regulations regarding the fees to be paid to human rights and anti-discrimination trainers were also missing. Like this; He suggested that 6 more regulations be prepared for the institution to operate more soundly.
