UEFA decides to limit blanket bans on away fans

It has been announced that a consensus has been reached on limiting blanket bans on away fans in European football.

UEFA, European Football Clubs, the European Football Fans' Association and the European Leagues met at the UEFA Safety and Security Conference in Madrid on 1-2 September to discuss the contribution of away fans to European football and the challenges of collective bans.

According to UEFA's statement, at the UEFA Security and Safety Conference, it was decided to limit collective bans to exceptional cases, prioritizing individual responsibility for away fans.

It was reported that, for the second consecutive year, the conference focused on fan interaction, with a particular focus on facilitating the participation of away fans and further developing the integrated approach to safety, security and service at football matches set out by the Council of Europe in the Saint-Denis Convention.

More than 500 representatives of UEFA national federations, clubs, fans, local leagues, police, government, sports and international organizations attended the conference hosted by UEFA in Madrid.

It was stated that fans have the right to attend football matches and follow their teams in both home and away matches, provided that they respect the applicable laws and regulations.

In this context, European football stakeholders announced their support for the recommendation on how to implement blanket bans against away football fans, adopted by the Saint-Denis Committee of the Council of Europe in October 2025.
