From October 1, the procedure for notifying the Ministry of Internal Affairs about the work of foreigners under a patent will change

From October 1, 2026, the procedure for notifying territorial bodies of the Ministry of Internal Affairs of Russia about foreign citizens carrying out labor activities on the basis of a patent will change.

If a foreigner works for an individual, then he must independently submit a notification to the Ministry of Internal Affairs within two months from the date of receipt of the patent, and if for a legal entity, then the employer submits notification of the conclusion and termination of the employment contract within three days.

For untimely notification of the Ministry of Internal Affairs about the dismissal of a foreigner, administrative liability is established in the form of a fine of up to 800,000 rubles or administrative suspension of activities for up to 90 days.

The department added that according to the new requirements, the procedure for filing notifications will depend on the status of the employer - if a foreigner works for an individual, then he must independently submit a notification to the territorial body of the Ministry of Internal Affairs of Russia within two months from the date of receipt of the patent.

If a foreigner works for a legal entity, then the employer submits notifications about the conclusion and termination of the employment contract to the territorial body of the Ministry of Internal Affairs of Russia within three days.
