据了解，自2025年4月开始，四川成都交警上线了一套智慧系统，专门治理“龟速车”，一旦车辆被超车次数过多，且车速排名靠后，系统便会自动锁定，并通过多种方式提醒驾驶员，同时还能核查驾驶员是否存在接打手机等行为。

哪些行为属于“龟速行驶”？

“龟速行驶”指的是超低速行驶，一般包含两种情形——

车辆违反最低限速规定，即车辆行驶速度低于道路或车道最低限速值。如在高速公路上行驶时，车速低于最低限速每小时60公里，或者在多车道高速公路左侧快速车道行驶时，低于该车道最低限速规定。

《中华人民共和国道路交通安全法实施条例》第七十八条：高速公路应当标明车道的行驶速度，最高车速不得超过每小时120公里，最低车速不得低于每小时60公里。

车辆行驶速度与车流速度不匹配，也就是车辆行驶速度远低于当前通行条件下车流的正常行驶速度。

“龟速行驶”有哪些危害？

超低速行驶的车辆会挤压后方车辆的正常行驶空间，导致后车或后方多辆车减速，进而影响道路通行能力，导致车辆平均行程时间增加。

据公安部道路交通安全研究中心数据显示，当车辆行驶速度每降低10千米/小时，道路通行能力下降约15%。

- 引发交通事故

超低速行驶的车辆与车流存在较大的速度差，会导致其他车辆为了避让，而频繁减速变道甚至超车，容易引发交通事故。
