Sun Hongmei, Secretary of the Party Committee and Director of the Agricultural and Rural Affairs Bureau of Diqing Tibetan Autonomous Prefecture, Yunnan Province, said at the Shanghai-Di counterpart support seminar on the 8th.
On the same day, the fifth Shangri-La Forum series of activities - the HuDi Counterpart Support Seminar was held in Shangri-La City. Representatives from all walks of life in Shanghai and Diqing Prefecture talked about the friendship between mountains and seas and wrote a new chapter of cooperation.
In 2004, the Party Central Committee made decisions and arrangements to support the coordinated development of the central and western regions and ethnic minority areas, clarifying that Shanghai will provide counterpart support to Diqing Prefecture in Yunnan Province, and Shanghai will form a paired support pattern in which Yangpu District, Minhang District, Jiading District, and Baoshan District will provide counterpart support to Shangri-La City, Deqin County, and Weixi County in Diqing Prefecture. Over the past 22 years, through industrial collaboration and empowerment, scientific and technological talent co-education, and rural co-construction and governance, a mountain-sea collaborative revitalization path with the characteristics of the Diqing Plateau has been developed.
Diqing, located in the hinterland of the Hengduan Mountains on the Qinghai-Tibet Plateau, is one of the ten Tibetan autonomous prefectures in China, with an average altitude of 3,380 meters. Plateau characteristic agriculture is the core support for local rural revitalization. Sun Hongmei introduced that the state is based on the "one county, one industry" industrial layout, accurately undertakes industrial transfer, technology implementation and brand co-building in the east, and fully promotes the upgrading of plateau agriculture from "primary end of planting and breeding" to "intensive processing, brand sales, and integration of three industries". During the "14th Five-Year Plan" period, Shanghai invested 48 million yuan in development funds for Diqing Prefecture's characteristic agricultural industry.
During this period, Diqing Prefecture built a cultivation system of "group assistance, technology sinking, local cultivation, and long-term empowerment", introduced relevant breeding and breeding technologies and intensive processing techniques, implemented demonstration and promotion projects, and changed the traditional extensive planting and breeding methods. Relying on Shanghai's high-quality training resources and expert team, special training for rural craftsmen and planting experts will be carried out on a regular basis to cultivate a group of local talents that "cannot be taken away".
In Lianhe Village, Xiaozhongdian Town, Shangri-La City, a hotel project built with assistance funds from Shanghai's Minhang District has driven an upsurge in the renovation of surrounding Tibetan-style old houses into B&Bs. At present, there are more than 60 B&Bs in the town. From "a B&B" to "an industry", from personal wealth to group income increase, the radiating effect of collaboration dividends is clearly visible. Snaza Shi, deputy secretary of the Shangri-La Municipal Committee of the Communist Party of China and mayor of the Municipal People's Government, said that thanks to the continued assistance from Minhang District, the city's hotel industry is undergoing a transformation from "quantity increase" to "quality improvement". There are currently 2,506 B&Bs in the city, with the average annual income increase of each household exceeding 50,000 yuan.
