Yuan Haozheng, deputy director of the Tianjin Municipal Planning and Natural Resources Bureau, said that in terms of strictly observing the red line of cultivated land protection, during the "15th Five-Year Plan" period, the amount of cultivated land in Tianjin will be no less than 4.6746 million acres, and the permanent basic farmland protection area will be no less than 4.0944 million acres. Tianjin will implement the strictest cultivated land protection system, pass down targets and tasks step by step, consolidate the main responsibilities of each agricultural-related area, and at the same time strictly manage the balance of occupation and compensation, strictly control the occupation of cultivated land by non-agricultural construction, and resolutely curb problems such as blind land creation and false increase of cultivated land.

In terms of optimizing the spatial layout of cultivated land, Tianjin is formulating a special plan for cultivated land protection and land greening space, coordinating the designation of cultivated land protection and land greening space, and resolving conflicts between cultivated land and forest land. Strictly follow the principles of farming when farming is appropriate and foresting when forestation is appropriate, clarifying the boundaries of various types of space, and incorporating them into the unified management of "one map" of national land and space planning. At the same time, we will promote comprehensive land remediation in the entire region, steadily and orderly withdraw unstable farmland that affects flood safety within the river channel, and increase the proportion of high-quality farmland in permanent basic farmland.

In terms of supervision and law enforcement, Tianjin will implement hard measures to "grow teeth", build an integrated "sky, sky, earth and man" dynamic monitoring system for cultivated land, give full play to the role of front-line inspections by grassroots field leaders and satellite remote sensing monitoring, implement regular monitoring of changes in cultivated land, and insist on early detection, early stopping, and early disposal. At the same time, we will strengthen the connection between executions of natural resources, public security, procuratorial and other departments, seriously investigate and deal with illegal occupation and destruction of cultivated land in accordance with the law, and resolutely curb the occurrence of problems such as greenhouses and illegal occupation of cultivated land to build houses.

Yuan Haozheng said that the next step will be to conduct in-depth publicity and interpretation of the Farmland Protection and Quality Improvement Law, guide the whole society to establish a consensus on cherishing and protecting farmland, and prevent illegal occupation of farmland from the source.
