The Russian Ministry of Transport supported the bill on the exchange of lists of air rowdies

MOSCOW, September 30 - RIA Novosti. The Russian Ministry of Transport conceptually supports a bill that provides for the possibility of exchanging lists of rowdies between airlines and expanding the list of violations for which carriers can refuse a flight, the department told RIA Novosti.

Earlier in September, a bill was introduced to the State Duma, which proposes to allow airlines to exchange lists of violating passengers, as well as to expand the list of offenses that may result in refusal of transportation and to increase the period of being on the “black list” to three years in case of repeated violations.

“The Ministry of Transport conceptually supports the proposed changes aimed at increasing the level of safety and comfort of passengers,” the ministry said.

“Expanding the grounds for inclusion in the register will ensure a proportionate response to destructive behavior... The ability to exchange data between airlines will increase the effectiveness of restrictive measures by eliminating situations where a violator circumvents the ban by using the services of another carrier,” it added.

The Ministry of Transport also noted as a balanced measure the inclusion of a passenger on the “black list” for three years in case of repeated violation.

Inclusion in such a register is an extreme measure, applicable only in the event of a recorded offense or failure to comply with the order of the aircraft commander; this approach allows protecting the interests of passengers and ensuring order and safety on board, they believe.

At the same time, the draft law provides for exceptions when a passenger, even included in the “black list,” cannot be denied transportation.
