Jiang Nanxuan, deputy director of the Hainan Provincial Department of Human Resources and Social Security, said at a press conference held by the Hainan Provincial Information Office on the 22nd that during the "15th Five-Year Plan" period, Hainan will adhere to the employment priority orientation and promote high-quality and full employment for key groups such as college graduates, migrant workers, and flexible employment personnel.

Hainan will build an employment-friendly development model, support the development of industries and enterprises with strong employability, enhance the employment synergy of the modern industrial system, and promote the mutual reinforcement of high-quality development and employment expansion and quality improvement; increase the implementation of work-for-relief, and the proportion of labor remuneration for special investment projects shall not be less than 40% of the project's work-for-relief funds, so as to promote the employment and income increase of migrant workers.

For young people such as unemployed graduates who have left school, Hainan will provide "1131" real-name services (i.e. 1 policy promotion, 1 career guidance, 3 job promotions, 1 skills training or employment internship opportunity), and implement grassroots service projects such as "Three Supports and One Support", "Western Plan", "Special Post Plan", and "Special Plan for College Student Rural Doctors".

Hainan will also improve the dynamic management of the real-name system for groups with employment difficulties, coordinate the use of public welfare positions, and ensure that zero-employment households are dynamically cleared; implement the service responsibilities of permanent residence and work sites, implement employment services and entrepreneurship support policies for the permanent residents who have not yet settled down, and support the healthy development of flexible employment. During the "15th Five-Year Plan" period, the surveyed urban unemployment rate in Hainan will be controlled within 5.5%.

Focusing on the six major areas of advanced manufacturing, digital economy, low-altitude economy, transportation, agriculture and rural areas, and life services, Hainan will carry out vocational skills improvement training for enterprise employees, youth groups, migrant workers, people with employment difficulties, and workers with new employment forms. Each year, more than 100,000 people will receive subsidized training to promote skilled employment, increased income, and skilled employment.
