Bui Xuan Huan (Huan Hoa Hong) was prosecuted for fraud and accounting violations

The investigation agency accused Bui Xuan Huan (Huan Hoa Hong) of taking advantage of his influence on social networks to post false information about lottery results to trick many people into transferring money.

On the afternoon of September 3, Major General Nguyen Quoc Toan, Chief of the Office of the Ministry of Public Security, said that in the case related to Huan Hoa Hong, the investigation agency has prosecuted 5 defendants for two crimes: Violation of accounting regulations causing serious consequences and Fraudulent appropriation of property.

Huan was accused of doing business on the TikTok platform with his wife with a total estimated revenue of more than 300 billion VND but not issuing value-added invoices, leaving the revenue off the accounting books.

The investigation agency also accused Huan of taking advantage of his influence on social networks, regularly posting on Facebook and Zalo articles and images with fraudulent information and untrue content about knowing in advance the day's lottery results.

Many people have trusted and transferred money to Huan's 9 personal accounts to receive information about lottery numbers and lottery numbers with a high chance of winning. When they did not win the prize and asked for money, Huan did not return it.

The investigation agency alleges that from January to May 2019, Huan appropriated more than 3 billion VND.

In mid-August, Huan was prosecuted and detained for fraudulent appropriation of property, according to Clause 4, Article 174 and Violation of accounting regulations causing serious consequences, according to Clause 3, Article 221 of the Penal Code.

In the same case, the Police Investigation Agency of the Ministry of Public Security has prosecuted Hoang Ngoc Cuong (General Director of Chara Production and Trading Joint Stock Company), Truong Thi Thuong (Director of Tam Dai Moc Trading and Services Joint Stock Company), Pham Thi Ngoc Linh (Huan's wife, owner of Pham Thi Ngoc Linh's business household) and Kieu Thi Hong (Cuong's wife) for investigation according to Clause 3, Article 221 of the Penal Code.

According to the investigation agency, Huan also mobilized charity money from many organizations and individuals, a total of tens of billions of dong, but there were signs of misuse.
