The Russian Ministry of Digital Development proposes to abandon the sub-dealer scheme for the sale of SIM cards; such a measure is planned to be included in the third package of measures to combat cyber fraud, “Antifraud 3.0,” writes the Vedomosti newspaper.

“The Ministry of Digital Development proposes to ban the sub-dealer scheme for selling SIM cards,” the newspaper writes, citing a representative of the department.

It is clarified that the right to distribute SIM cards is planned to be left only to direct dealers of telecom operators, and he will have to have an agency agreement directly with the operator and be a legal entity.

The newspaper notes that a representative of the office of Deputy Prime Minister Dmitry Grigorenko confirmed the development of “a number of initiatives aimed against fraud with SIM cards” and noted that the preparation of measures continues in dialogue with business.

Vedomosti notes that the measure is planned to be included in the third package of measures to combat cyber fraud, Antifraud 3.0. As a representative of the Ministry of Digital Development clarified, at the moment the final version of the package has not been formed, while the initiative is aimed at combating gray schemes for the distribution of SIM cards.

The publication clarifies that on September 23, the Russian Ministry of Internal Affairs also proposed to abandon the sub-dealer model when selling SIM cards.
