According to Liu Zhengping, deputy chairman of the Education, Science, Culture and Health Committee of the Gansu Provincial People's Congress, the "Decision" focuses on key areas of deep integration. Adhere to strengthening leaders, supplementing chains, and clustering groups, continue to consolidate advantageous industries such as petrochemicals, nonferrous metallurgy, and equipment manufacturing, expand stock, improve energy levels, and optimize and upgrade traditional industries.
