Quick Look

  • As of August of this year, the number of uninspected construction machines that had exceeded the statutory regular inspection period increased to 17,107 compared to the previous year, and cases where re-inspection was not conducted after being judged unsuitable continue every year.
  • Kim Mi-ae, a member of the Land, Infrastructure and Transport Committee, called for an overhaul of the management system.

AI-generated summary

Why It Matters

According to the Construction Machinery Management Act, construction machinery must undergo regular inspections, and if it is found to be unsuitable, it must be re-inspected. However, cases of non-inspection exceeding the inspection period and cases of non-performance of re-inspection after nonconformity continue to occur.

There are many cases of non-performance of re-examination every year after being judged unsuitable... “The management system needs to be improved”

(Seoul = Yonhap News) Reporter Lim Ki-chang = The number of uninspected construction machines that have exceeded the statutory regular inspection period has reached approximately 17,000 this year, and cases of not being re-inspected after being judged ‘non-conforming’ have been found to consistently occur.

According to data submitted by Kim Mi-ae, a People Power Party member of the Land, Infrastructure and Transport Committee of the National Assembly, from the Korea Construction Machinery Safety Management Institute on the 16th, the number of construction machines classified as uninspected after the inspection period was 17,107 as of August this year.

This is 11% (1,692 units) higher than last year’s annual figure (15,415 units).

Over the past six years, the number of uninspected construction machines decreased from 29,973 in 2021 to 24,360 in 2022, 22,697 in 2023, and 22,829 in 2024, falling below 20,000 last year, but showing an increase again this year.

A total of 138,016 construction machines that were judged unsuitable in regular inspections were counted from 2021 to August of this year. There were 2,190 tower cranes and 135,826 other construction machines.

The reasons for nonconformity specified in the Enforcement Rules of the Construction Machinery Management Act are diverse, ranging from not attaching a registration number tag to missing fuel device seals, liquefied petroleum gas leaks, non-compliance with safety standards for structures and devices, and severe corrosion, deformation, and damage to the chassis and body.

The number of construction machines that were judged nonconforming but did not undergo re-inspection was 2,401 in 2021, 2,350 in 2022, 187 in 2023, 397 in 2024, 526 in 2025, and 221 as of August this year.

However, it is not confirmed whether construction machinery that has not been re-inspected continues to be used on site. The management center responded to Assemblyman Kim's office, saying, "We do not have any data on whether construction machinery that has not undergone re-inspection is in operation."

During the same period, there were a total of 18,914 cases in which illegal modifications were confirmed and notified to construction equipment owners during the inspection process, with an annual average of 3,152 cases from 2021 to this year.

Representative Kim Mi-ae said, "The problem is that it is not possible to determine at a glance whether construction machinery that has exceeded the inspection period or has not been re-inspected after being judged unsuitable is actually used and operated, and whether follow-up administrative measures have been properly taken. We need to improve the management system to prevent such construction machinery from being used in the field."

Open Questions

  • Whether construction equipment that has been judged unsuitable and has not been re-inspected is actually being used on site?
  • Specific status of whether follow-up administrative measures have been properly implemented
  • Effective crackdown and management plan for construction machinery that has not completed re-inspection
