新华社北京9月14日电 近日，中共中央办公厅、国务院办公厅、中央军委办公厅印发《退役军人服务和保障“十五五”规划》(以下简称《规划》)，对“十五五”时期做好退役军人工作作出部署安排。

《规划》强调，退役军人是党和国家的宝贵财富，是推进中国式现代化的重要力量，退役军人工作事关改革发展稳定和强军兴军事业。要全面贯彻习近平强军思想以及习近平总书记关于退役军人工作的重要论述，坚持为经济社会发展服务、为国防和军队建设服务的方针，以推动退役军人工作高质量发展为主题，以进一步深化退役军人管理保障改革为动力，持续完善组织管理体系、工作运行体系、政策制度体系，切实把退役军人接收安置好、服务保障好、教育管理好、作用发挥好、权益维护好，让军人成为全社会尊崇的职业，让退役军人成为全社会尊重的人。

《规划》提出，“十五五”时期退役军人工作要坚持党的领导，引导退役军人坚定听党话跟党走；坚持以人为本，保障好、维护好退役军人的合法权益；坚持守正创新，深化重点领域和关键环节改革；坚持军地协同，加强政策制度衔接和工作举措协同；坚持分类施策，增强服务保障的精准性、便捷性、可持续性。

《规划》围绕健全退役军人事务治理体系、深化思想政治引领和褒扬激励、推进退役军人高质量安置就业、提高拥军优属工作水平、提升退役军人服务保障效能等方面，部署了一批重点任务。同时，提出了退役军人服务中心(站)提质增效、烈士纪念设施提质改造、优抚医疗康养体系能力提升等工程项目。

《规划》要求，各地区各有关部门要在党中央集中统一领导下，结合实际抓好贯彻落实。
