Government announces debt forgiveness and stimulus package for MEIs

The federal government announced this Tuesday (13) a package of five measures aimed at individual microentrepreneurs (MEIs), focusing on reducing debt, expanding access to resources for investment, increasing the revenue ceiling and simplifying rules for small businesses.

The main initiative is to send a complementary bill to the National Congress that provides for the forgiveness of debts accumulated by MEIs with the federal government. The proposal could benefit around 3.6 million microentrepreneurs and reach approximately R$12.6 billion in accumulated debts.

When announcing the measure, President Luiz Inácio Lula da Silva stated that maintaining these debts makes access to credit and business growth difficult. According to the president, the initiative seeks to allow entrepreneurs to resume their activities in better conditions.

"We're going to help you get out of the suffocation. We're going to give you oxygen so you don't die of asphyxiation," said Lula during the ceremony announcing the measures at the Palácio do Planalto.

According to the Minister of Finance, Dario Durigan, the proposal will also make it possible to extinguish charges and legal actions related to these debts, in addition to removing restrictions arising from default, enabling the regularization of entrepreneurs before the Public Authorities.

Unwind 3.0

Another measure announced is the negotiation of MEIs' private debts. The government intends to use Desenrola 3.0 instruments to purchase debt from banks and financial institutions. According to Durigan, the stock of these debts totals around R$6 billion.

The operation will be carried out through a notice and will require minimum discounts of 90% from creditors. The expectation is that the simultaneous removal of public and private pending issues will facilitate entrepreneurs' access to new lines of credit.

PIX MEI

The package also provides for the creation of Pix MEI, a program for direct transfer of resources for productive investment. The proposal is to transfer up to R$5,000 to purchase equipment and improvements capable of increasing production, income and business revenue.

According to the Minister of Entrepreneurship, Paulo Henrique Rodrigues Pereira, the resource will not be a loan and will be accompanied by guidance and support actions for beneficiaries in structuring projects.

Ceiling

Another initiative is the increase in MEI's annual revenue ceiling, without adjustment for eight years. The proposal sent to Congress foresees an increase to R$110 thousand next year and to R$140 thousand in 2028.

The government argues that the update will allow business expansion without entrepreneurs needing to limit activities to remain within the category. During the announcement, the possibility of a second hiring by the MEIs was also mentioned.

Exemption from invoice for individuals

The fifth measure is a decree to provide legal certainty to the non-obligation of issuing an invoice in transactions with individuals.

The rule seeks to clarify doubts that arose during the debate on tax changes and will also reach the so-called nanoMEIs, a group with revenues of up to half the category ceiling.

Prosperity

At the end of the event, Lula stated that the initiatives resulted from demands presented by the entrepreneurs themselves and will be formalized through bills and decrees.

“We forward these solutions, transform them into bills, transform them into decrees.”

According to the president, the objective is to create conditions so that more Brazilians can expand their businesses, generate income and improve their lives.
