Images show aggression by municipal guards against man on the ground

EPTV, a TV Globo affiliate, obtained the images this Saturday (26). In the video, the man was on the ground, with his face and body bloodied, surrounded by at least 10 municipal guards. When he tried to get up, he was tripped and fell again. Then, agents attacked him with batons and tried to immobilize him.

The four agents were removed this Friday (25) and an administrative process was opened. Employees must remain away from operational activities until analysis and decision by the Municipal Guard Internal Affairs.

Also according to the Public Security Secretariat, the measure is precautionary in nature and does not represent an anticipation of judgment on the existence of any irregularity or on the individual responsibility of the agents.

The reason for the approach was not given. In a note, the ministry also stated that "the Municipal Guard must act within legal and technical parameters, especially regarding the need, proportionality and moderation in the use of force."
