MGEN opposes the transfer of management of compulsory health insurance for civil servants to Cnam

MGEN defends the maintenance of its role in the management of compulsory health insurance for 3.3 million teachers and other civil servants. On Monday, its president Matthias Savignac contested the government's plan to transfer this activity to the National Health Insurance Fund (Cnam), while the current agreement is due to end on December 31, 2027.

“We do not see the economic rationale or effectiveness of this decision, we do not see what it would bring to social security beneficiaries or to state finances,” declared Matthias Savignac during a press conference. Today, the civil servants concerned go through MGEN, and not directly through Health Insurance, for reimbursement of their health expenses.

A turnover of 3.5 billion euros in 2025

The mutual is paid by Health Insurance to the tune of 100 million euros to carry out this mission. According to Matthias Savignac, this remuneration “is based on that of the three best primary funds” of Health Insurance. He therefore believes that a transfer to Cnam would not necessarily reduce costs: the 3.3 million policyholders would then be “diluted” in primary funds which, overall, “manage for more money than us”.

Around 1,000 MGEN employees currently work in the delegated management of the compulsory scheme, on four sites located in Montreuil, Lyon, Rennes and Le Mans. Of the 100 million euros paid for this activity, the mutual must pay “10 to 15 million” euros in fees to use the new Cnam IT tool, specified its general director Christian Cochennec. MGEN achieved a turnover of 3.1 billion euros in 2025.

No notification to the government yet

No official notification from the government has yet been sent to MGEN and the other mutual societies concerned, according to Matthias Savignac. The mutual indicates that it was informed of the project during a meeting organized this summer with the Ministry of National Education, without subsequently obtaining details from the Ministry of Health or Matignon.
