Keelung City strengthens flood prevention measures, combining LINE groups and waterproof gates to improve residents' independent disaster prevention capabilities

0904 Keelung and the north coast were flooded in many places. Roads turned into rivers, water entered homes, and basements were flooded. Affected by the recent northeast monsoon, the Meteorological Administration today issued a special heavy rain warning for four counties and cities in northern Jiyi. The city government has required all district offices to establish LINE groups in conjunction with the neighborhood system for 0904 flooding locations and areas prone to flooding. In the event of heavy rains, warning information can be quickly transmitted and "one step ahead" prepared for flood prevention.

The Meteorological Administration pointed out that due to the influence of the northeast monsoon, there is a chance of local heavy rains in Yilan County and the mountainous areas on the northern coast of Keelung. Keelung Municipal Government Deputy Mayor Fang Ding'an, Ocean University Gu Chengyu, the Public Works Department, Fire Department and other units have recently discussed the follow-up and refined measures for the 0904 heavy rain, continue to improve Keelung's overall response capacity in the face of short-term heavy rainfall, and re-examine flood prevention measures based on actual disaster conditions.

Fang Ding'an has asked all district offices to strengthen the establishment of LINE groups for the 0904 flood locations and flood-prone areas within their jurisdiction, and integrate the district chiefs, district officers and neighborhood systems to quickly transmit early warning information to front-line residents when heavy rains occur in the future, establish the concept of "one step in advance" for flood prevention, and gain time for people to prepare for independent flood prevention.

For low-lying and flood-prone areas, if a special warning of heavy rain is issued and there is a risk of flooding, the public will be notified to "install one grid" of waterproof gates in advance to avoid being caught off guard when the rain suddenly intensifies in a short period of time and has to transport and assemble the gates. The Public Works Department and district offices are also requested to take stock of the demand for new waterproof gates, speed up the application of subsidies, and plan flood prevention lectures and waterproof gate installation education and training to enhance residents' independent disaster prevention capabilities.

Gu Chengyu of Ocean University also suggested that the follow-up should still examine the "people, things, time, place, and objects" of the incident one by one to ensure that each disaster prevention work has specific and verifiable execution records and supporting data.

Fire Chief You Jiayi said that climate change and short-term heavy rainfall have become important issues in urban disaster prevention. Recently, there have been cases of short-term heavy rainfall in Nagoya, Japan, showing that the challenge of extreme rainfall is becoming more and more obvious. The Fire Department is also working with Ocean University to discuss a flood early warning mechanism, hoping to strengthen the flood protection network through technological early warning, neighborhood notifications, flood control facilities and cross-bureau collaboration.
