The Hainan Provincial Meteorological Bureau raised the level 4 heavy rain warning to the level 3 heavy rain warning at 16:30 that day. The Hainan Provincial Disaster Prevention, Reduction and Relief Committee upgraded the flood prevention and wind prevention level 4 emergency response to the flood and wind prevention level 3 emergency response at 17:00.

According to monitoring from the meteorological department, heavy to heavy rains have generally occurred in the southeast and central part of Hainan Island in the past 24 hours, with most towns and villages in five cities and counties including Wanning and Lingshui seeing more than 100 millimeters of precipitation. It is expected that in the next 24 hours, heavy rainfall of 100-150 mm and more than 250 mm in local areas will still occur in the above-mentioned areas. Some towns and villages in four cities and counties, including Sanya and Wuzhishan, will experience precipitation of 50-100 mm and more than 150 mm in local areas. The rest of the areas will experience precipitation of 30-80 mm.

The Hainan Provincial Disaster Prevention, Reduction and Relief Committee requires five cities and counties including Wanning and Lingshui to immediately launch an emergency response that is no lower than the provincial response level. Four cities and counties including Sanya and Wuzhishan must launch emergency response in a timely manner based on the weather forecast and warning situation. Other cities and counties must also strengthen consultation and judgment based on the weather forecast and warning situation, promptly launch or adjust emergency response, and urge relevant responsible departments to do a good job in defense.

The Hainan Provincial Department of Natural Resources and Planning and the Hainan Provincial Meteorological Bureau also jointly issued a geological disaster meteorological risk warning at 12:00 on the 12th: It is expected that in the next 24 hours, there will be a certain risk of rainfall-induced geological disasters in some jurisdictions of eight cities and counties, including Sanya City and Wuzhishan City, and it will be a Level IV Risk Warning (Blue Warning). Personnel in the early warning area should pay attention to changes in early warning information at any time and avoid staying in high-risk areas such as ravines, slopes, and cliffs (ridges); government departments will promptly analyze early warnings, handle and report disaster hazards in a timely manner, and organize emergency evacuation of people when necessary.

In addition, due to the impact of continuous rainfall, Sanya City, Dongfang City, and Lingshui Li Autonomous County in Hainan Province issued notices on flood releases from three reservoirs respectively, reminding citizens and tourists to stay away from rivers, reservoir discharge channels, and flood-affected areas. Relevant departments should take precautions in advance and promptly relocate people in low-lying areas along both banks of the river downstream of the reservoir if necessary.
