'Referees File' operation against MHK: Ferhat Gündoğdu is in custody

A simultaneous operation was organized in 4 provinces within the scope of the "Referees File", which included allegations of document forgery and mobbing. 7 suspects, including MHK President Ferhat Gündoğdu, were detained. So, what is MHK? Who consists of the Central Referee Board and what are their duties?

WHAT IS MHK?

MHK (Central Referee Board) is the board responsible for the management and organization of referee activities within the Turkish Football Federation. Determining the referee, observer, mentor and trainer staff is among the duties of the MHK.

WHO IS THE CENTRAL REFEREE BOARD?

On the current MHK page published by TFF, the chairman of the board is Dr. It is run by Ferhat Gündoğdu. Hikmet Öksüzoğlu is the vice president. The board also includes Sebahattin Şahin, Mustafa Kamil Abitoğlu, Ziya Çetin, İbrahim Çınar and Ali Zağlı.

WHAT ARE MHK DUTIES?

The Central Referee Board is a board affiliated with the Turkish Football Federation. It appoints the referees who take part in matches played domestically and abroad.

MHK's duties and powers are as follows:

a) To appoint the necessary referees, assistant referees, fourth referees when necessary, VAR/AVAR and observers, mentors and referee monitoring officers, directly or through the relevant boards, in accordance with the relevant statutes and instructions for all kinds of football, futsal, beach football and HIF competitions organized or permitted by FIFA, UEFA or TFF,

b) To identify all FIFA Referee candidates and submit them to the Board of Directors for approval,

c) To determine the referees to be included in or removed from the professional referee staff and to submit them to the approval of the Board of Directors,

c) Identifying Professional Educators and submitting them to the approval of the Board of Directors,

d) To determine the referee and observer staff and submit them to the approval of the Board of Directors,

e) To determine the training needs of referees and observers and to take necessary initiatives in cooperation with the Referee Academy in line with the determined needs,

f) Implementing referee development programs through HA,

g) To take all kinds of measures and decisions for the continuation of membership in the UEFA Referee Convention,

g) To present to the Board of Directors its advisory decisions regarding disputes and objections regarding the International Football Laws of the Game and its opinions on other matters that may create legal consequences,

h) To carry out activities in cooperation with the Referee Academy to inform all stakeholders of football and the public about changes and innovations in the International Football Laws of the Game,

i) To appoint and dismiss BHK members,

i) To elect the Presidents of the HRC in accordance with this Instruction,

j) To submit instructions and other regulatory procedures for referees and observers to the approval of the Board of Directors,

k) In cases that require disciplinary investigation, to carry out the necessary examination of the referee, assistant referee, observer, mentor, referee monitoring officer and trainers and forward the prepared report to the disciplinary inspectors,

l) To establish a fund and carry out mutual fund operations in order to ensure the social solidarity of referees, observers, mentors, referee monitoring officers and educators,

m) To divide duties among its members in accordance with the UEFA Referee Convention,

n) When deemed necessary, to assign observers and mentors assigned to professional competitions to monitor the referees who are open to improvement in the province where the competition will be played,

o) To determine the working principles for Professional (Contracted) Referees and Professional (Contracted) Assistant Referees and submit them to the approval of the Board of Directors.
