Statement from ÖSYM about 2026-KPSS Şanlıurfa Osmanbey Campus Exam

In the statement made by ÖSYM, the following statements were made:

2026-KPSS (Undergraduate) General Ability-General Knowledge (GK-GY) session was held on September 6, 2026 for 1,708,329 candidates in 4,724 exam buildings and 86,646 exam halls in 145 exam centers. It was determined by the Şanlıurfa ÖSYM Provincial Coordination Office that the Şanlıurfa city center - Harran University Osmanbey Campus connection road was reduced to a single lane on the morning of the exam, and that access to the exam buildings became difficult due to the traffic accident in the region, and therefore many candidates would not be able to make it to the exam.

In this regard, the request that it would be appropriate to postpone the exam for 30 minutes in the relevant exam buildings in order to avoid any victimization was conveyed to the ÖSYM Exam Day Desk by our Provincial Coordination Office. By evaluating the information received from our Provincial Coordination Office within the scope of the OSYM legislation provisions and the decisions and practices taken in the past, our Presidency has decided to extend the entrance to the exam buildings at Osmanbey Campus by 30 minutes and to apply the exam start time as 10.45, while preserving the confidentiality and security of the exam.

Subsequently, an investigation was initiated immediately in order to reveal the details of the situation in question. Within the scope of the examination, a detailed evaluation was made by interviewing the administrators and staff at the relevant examination center. In addition, after all camera recordings and building and hall minutes in the exam buildings and exam halls reached our Presidency, the building and hall minutes were examined meticulously and in detail, and the exam building entrance cameras and exam hall camera records were examined one by one and in detail for each candidate.

As a result of the examination and evaluations, it was determined that examination practices contrary to the OSYM legislation provisions were carried out for 392 candidates who took the exam in 22 of the 150 exam halls in Osmanbey Campus.

The examination of each candidate is a great responsibility and trust for our Presidency. In order to protect this trust and to ensure that justice and equality of opportunity are not violated, it was decided to hold an equivalent exam for the candidates determined in this context, with the decision of the ÖSYM Board of Directors dated 15.09.2026 and numbered 2026/38.10.
