A new arrangement has been made in the teaching staff of many state universities in Türkiye. Within the scope of the Presidential Decree No. 2026/313 published in the Official Gazette dated September 15, 2026, changes were made in the degrees and titles of existing positions in some universities, while the title and degree structures of vacant positions were also rearranged. Arrangement; It includes the positions of professor, associate professor, doctoral faculty member, lecturer and research assistant.
WHAT DOES STAFF CHANGE IN UNIVERSITIES MEAN?
Staff change means the rearrangement of the current occupied or vacant faculty positions of universities in terms of title and degree. Within the scope of the decision, the degrees of some occupied positions were changed, while title and degree changes were made in some vacant positions.
This regulation alone does not mean that new personnel will be recruited for all positions or that the duties of existing academics will change. Which staff is replaced and how varies depending on the relevant university and staff.

Within the scope of the decision, the following academic staff positions were adjusted:

WHAT IS THE DIFFERENCE BETWEEN A FULL SQUAD AND A VACANCY?
Full position refers to the position where there is currently one faculty member. A vacant position is a position for which no personnel has been appointed yet.

DOES THE STAFF CHANGE MEAN THE RECRUITMENT OF NEW ACADEMIC STAFF?
Not every staff change directly means hiring new staff. The rearrangement of the vacant positions included in the decision may be subject to announcements in the future; However, a change in a position does not automatically mean that an application announcement has been opened for that position.
Academic personnel recruitment is also announced through advertisements published by the relevant universities.
IN WHICH UNIVERSITIES HAVE THERE BEEN STAFF CHANGE?
The regulation covers many state universities. It is seen that higher education institutions such as Abdullah Gül University, Adıyaman University, Akdeniz University, Hacettepe University, Istanbul Technical University, Middle East Technical University and Health Sciences University were also included in the decision.
DOES ACADEMIC STAFF CHANGE AFFECT SALARIES?
The effects of changes in staff rank and title on salaries and personal rights may vary depending on the nature of the change and the relevant legislation. For this reason, it cannot be concluded that the salaries of all academics will change just based on the information that "the staff has changed".
WHEN WILL NEW STAFF ANNOUNCEMENTS BE PUBLISHED IN UNIVERSITIES?
After the vacancies are rearranged, universities may publish academic personnel advertisements in line with their needs. However, decision no. 2026/313 does not explain the application date or the exact recruitment schedule for a specific position on its own. Candidates must follow the personnel departments and official announcements of the universities.
