Teresópolis launches Feport 2026 without transparency about show expenses and structure

The Teresópolis Rural Producers' Fair, Feport 2026, started this Friday (25), at the Albuquerque Exhibition Park, with shows by João Gomes, Léo Foguete and Naiara Azevedo.
To date, however, the municipality's official portals have not made documents available such as the terms of administrative process No. 40.267/2026, presentation contracts and the partnership's work plan.
Teresópolis City Hall transferred the organization of the fair to the company M Cabral Produções Artísticas through a Cultural Cooperation Agreement. According to the municipality, the event does not use resources from the Municipal Treasury and is financed by the State Culture Incentive Law. Enel confirmed the transfer of R$1 million to the project.

The lack of these documents prevents us from verifying how the party's total budget is composed and what the financial responsibilities of the city hall, the producer and the sponsors are.
Without access to the documents, it is not possible to know whether the municipality bore indirect expenses or authorized private exploitation of the space, such as parking, cabins, VIP areas and fees on tents.
R$1 million in tax incentives
Documents from the Secretariat of Culture and Creative Economy (SECEC-RJ) show that M Cabral was authorized to raise up to R$1 million via ICMS tax incentive. Enel confirmed the full transfer based on state law.
The amount, on the other hand, is considered insufficient to cover fees for the three national attractions and the structure with stage, sound, light, generators, LED panels, chemical bathrooms and security.
For lawyer Gabriel Rangel, a doctoral candidate in Public Law at UFF and EMERJ reviewer, the argument of the absence of municipal expenses does not exempt the event from the constitutional duty of transparency.
"It is very clear to the citizen that there is no event with public money at zero cost. In financial law, a tax incentive is the same as the renunciation of public revenue: it is a tax, it is ICMS that stops entering the State's public coffers to finance this project", explains the lawyer.
Mandatory inspection
Rangel reinforces that the use of tax benefits attracts inspection from control bodies.
"Where there is a penny of tax waiver, there is money from society. And this is where the obligation to comply with the constitutional principles of transparency, morality and strict accountability comes in." he said.
Producer history
The lawyer also points out concerns about the financial capacity of the contracted company.
"Last year, the same producer raised almost R$1.8 million for the Teresa Festival, also through tax waiver. The share capital is around 10% of the contract value. If there is a cancellation or accident, there is no guarantee for compensation, and the responsibility will fall on the municipality." states.
