In recent years, Hainan has increased the supply of high-quality degrees through measures such as group-run schools and the construction, reconstruction and expansion of a number of schools. At present, a total of 228 basic education groups have been established in Hainan province, covering 836 schools in 18 cities and counties. The proportion of public primary and secondary schools included in group-run schools has reached 84.8%, and 100% of 220 weak schools have been included in group-run schools. The high-quality and balanced compulsory education has achieved phased results.

She Jiading said that compulsory education is a clear focus of people's livelihood undertakings in Hainan's "15th Five-Year Plan" public service plan. During this period, Hainan will continue to optimize the layout of educational resources across the region and continuously consolidate fair and high-quality basic public services for education, focusing on four aspects.

——Continue to expand the coverage of high-quality educational resources. Hainan will implement the "high-quality basic education school" introduction and expansion project and the weak school improvement project, increase financial investment, support the expansion of high-quality degree programs in urban areas, improve school running conditions for township boarding schools, promote the establishment of education groups across cities and counties by high-quality schools, and increase support for cities and counties in the central and western regions. During the "15th Five-Year Plan" period, Hainan will add 70,000 public high school places, steadily expand the scope of free education, explore extending the years of compulsory education, and promote more than 70% of counties (cities, districts) to pass the national compulsory education high-quality and balanced assessment.

——Guarantee the rights of migrant children to receive education in accordance with the law. Hainan will fully implement compulsory education for the children of qualified migrant workers who have the same rights as those with registered residence in the place of migration, simplify admission materials and optimize the enrollment process; cities such as Haikou and Sanya with influx of people will reasonably set the class size of compulsory education schools when the school-age population reaches the peak stage; strengthen student care and control dropouts and ensure schooling to ensure that migrant children, left-behind children, children with disabilities, etc. are all included.

——Accelerate the establishment of a basic education resource allocation mechanism that adapts to changes in the school-age population. Hainan will promote the establishment of a monitoring and early warning system for school-age population changes, optimize the layout of basic education, strengthen the dynamic adjustment of primary and secondary school teachers and other resources across regions, schools, and school periods, accelerate the construction of schools in areas where the population flows, and run necessary small-scale rural schools.

——Strive to cultivate and create a team of high-quality professional teachers in the new era. Implement the provincial-level "Famous Teachers and Principals" studio's special action to help disadvantaged schools, carry out the "artificial intelligence + education" smart classroom project, and improve the measures to respect teachers and benefit teachers; deeply implement the "good principals, good teachers" introduction and education project, focusing on cities and counties in the central and western regions, rural revitalization key cities and counties, and ethnic areas to promote a balanced allocation of teacher resources.
