Wang Guangyan, spokesperson and vice minister of the Chinese Ministry of Education, introduced at the meeting that China will build 10 more Luban workshops in Africa and SCO member states to promote the upgrading of Luban workshops.

He said that in recent years, Luban Workshop has led China's vocational education to achieve a new leap overseas. China has cooperated with 32 countries to build 38 Luban Workshops to help the transformation and upgrading of local industries and the career development of young people.

Guo Peng, director of the Development Planning Department of the Ministry of Education of China, said that facing the "15th Five-Year Plan", China will continue to expand the opening up of high-level education to the outside world.

The first is to make greater efforts to “invite people in” and strive to improve the concentration of talent training. In recent years, youth exchanges between China and foreign countries have been carried out in depth, and the “50,000 in 5 Years” initiative was successfully concluded two and a half years ahead of schedule. In the 2024-2025 academic year, 380,000 international students from 191 countries and regions around the world will study and exchange in China. During the "15th Five-Year Plan" period, China will continue to strengthen the "Study in China" brand and capacity building to create a study abroad destination for outstanding young people around the world. Encourage foreign high-level science and engineering universities to cooperate in running schools in China. Continue to create more cultural exchange brands and invite young people from all over the world to experience a true, three-dimensional and comprehensive China.

The second is to "go global" in more ways and actively contribute Chinese wisdom and experience. During the "15th Five-Year Plan" period, China will continue to improve the full-chain study abroad service system, support Chinese students to study abroad, and continue to launch a number of Chinese standards and Chinese programs in the fields of vocational education, basic education, engineer education, "artificial intelligence + education", teacher development, etc., to expand the coverage and benefits of cooperation, so that knowledge and technology can truly be transformed into local development capabilities.

The third is to build more platforms to deepen cooperation in education, scientific research and global governance. Support universities to initiate and participate in international major science projects, jointly build international joint laboratories, establish world-class scientific and technological journals, etc., and work together to overcome common problems of mankind. Deepen cooperation with international organizations such as the United Nations Educational, Scientific and Cultural Organization, and within the framework of multilateral mechanisms such as the BRICS and the Shanghai Cooperation Organization.
