Expected to save 3.256 billion won by reorganizing 38 committees and 39 statutory plans

(Cheongju = Yonhap News) Reporter Jeon Chang-hae = Chungcheongbuk-do announced on the 7th that it will significantly reorganize its standing committees and statutory plans to rationalize administrative procedures and reduce the burden of provincial administration.

Currently, there are 176 standing committees (excluding the fire department) managed and operated by North Chungcheong Province. The number of committee members is 3,094.

These committees have overlapping functions and purposes, and in some cases they have not held meetings for long periods of time, so requests for overhaul have been consistently raised.

In particular, the increase in the number of members also caused problems with overlapping appointments and financial burden due to payment of allowances.

Statutory plans that are required to be established according to ordinances also resulted in unnecessary increases in work and burden on the budget, as plans with similar purposes and targets were established separately or overlapped with higher-level plans.

Accordingly, North Chungcheong Province plans to integrate, abolish, or make 38 (21.6%) of the 176 permanent committees permanent. The number of committee members will also be reduced by 443 (14.3%).

The statutory plan will begin to improve 39 (30.7%) with low effectiveness by integrating, abolishing, or extending the cycle.

Through this reorganization, North Chungcheong Province is expected to save about 66 million won in annual operating expenses due to a reduction in the number of committee members and about 3.19 billion won in research service costs for establishing statutory plans within the next five years.

In addition, it is expected that the work burden on employees will be reduced by reducing repetitive administrative procedures such as holding committees, appointing members, ordering services, and establishing plans.

Lee Dong-ok, the provincial administrative governor, said, "We will boldly reorganize the conventionally operated committees and statutory plans to ensure that only the necessary procedures for the operation of the provincial government are passed. In order to expedite such reorganization, we will closely consult with the provincial council as legislative procedures such as amendments to ordinances are necessary."
