Since September 26, widespread and continuous snowfall has occurred in Zanda County, Ngari Prefecture, Tibet. As of 12:00 on the 27th, the snow thickness in the county exceeded 10 centimeters, and the entire area was covered with snow.

Before the snow falls and the temperature drops, the Zanda County Meteorological Department monitors and makes judgments in advance, and releases early warning information through mobile phone warning text messages, government work groups, emergency broadcasts, media platforms and other channels to remind the general public, businesses and travelers to be prepared for cold protection and travel avoidance, so as to minimize the adverse impact of severe weather on production, life and road traffic.

Yang Jin, a resident of Tuolin Town Neighborhood Committee in Zanda County, felt deeply about this. She told reporters that she received an early warning via text message on her mobile phone before the snowfall, and the working team in the village also informed in the WeChat group to prepare daily necessities and livestock feed. "It started snowing around 1 o'clock yesterday afternoon and is still continuing today." When she went out to buy groceries in the morning, she saw sanitation workers and many staff removing snow on the streets. "The weather is getting colder and colder. Kelsang Tenzin, deputy director of the Zanda County Emergency Management Bureau, said that during this snowfall, the local area had early warning, rapid response, multi-party linkage, accurate weather prediction, full maintenance to ensure traffic, traffic control and order, and the active cooperation of the masses to form an efficient and orderly disaster prevention and reduction work pattern. In response to the snow and ice phenomenon that occurred in some road sections, slopes, and residential areas in the county, the local government immediately launched a level 4 emergency response to meteorological disasters, and simultaneously carried out support work in accordance with the level 4 response standards of the overall emergency plan.

Kelsang Tenzin said that the county carried out four rounds of dispatching throughout the day, at 10:00, 16:30, 19:30, and 23:30, to all towns and villages one by one to dynamically grasp the situation of rainfall and snowfall, road traffic, communication conditions, agricultural and animal husbandry facilities, people's residences, and material reserves.
