Encourage and support private capital to participate in key projects

In November 2025, the General Office of the State Council issued "Several Measures to Further Promote the Development of Private Investment", which clearly stated that for projects in the fields of railways, nuclear power, hydropower and other fields that have certain benefits that need to be submitted to the state for approval (approval), the feasibility of private capital participation should be specifically demonstrated, and private capital participation should be encouraged and supported.

Li Chao, deputy director of the Policy Research Office and spokesperson of the National Development and Reform Commission, said that after the document was issued, various regions and departments have implemented it based on actual conditions, and initial results have been achieved. In the field of water conservancy, water network construction attracted private investment of more than 10.8 billion yuan in the first half of the year, a year-on-year increase of 85.8%; in the field of green electricity direct connection, private capital participates in half of the projects that have been approved so far.

On the other hand, the factor protection for private investment continues to increase. Taking the new policy financial instruments in 2026 as an example, the first three projects launched by the China Development Bank all involve private capital and involve energy storage, green new materials, highways and other fields.

Li Chao introduced that based on the results achieved in the early stage, the National Development and Reform Commission has focused on key areas such as transportation, logistics, water conservancy, and energy, and has planned and reserved a number of projects with clear operating profit mechanisms and strong willingness of private enterprises to participate, and has recently publicly promoted them to private enterprises. This promotion includes a total of 36 projects with an estimated total investment of 61.4 billion yuan, and plans to introduce private capital of 15.6 billion yuan.

"In the next step, we will work with relevant parties to continue to optimize service guarantees, establish special channels to collect specific problems and difficulties encountered by private enterprises in the process of participating in projects, and actively coordinate and resolve them to promote the early landing and early implementation of relevant projects." Li Chao said.

Efforts to promote large-scale application of Beidou

In 2025, the overall output value of my country's Beidou industry will exceed 629 billion yuan. There will be more than 30,000 domestic Beidou industry enterprises and institutions, employing more than 2 million people, and application scenarios and scale will continue to expand.

Li Chao introduced that during the "15th Five-Year Plan" period, the National Development and Reform Commission will adhere to openness and integration, coordination and cooperation, compatibility and complementarity, and achievement sharing, promote the Beidou industry scale to exceed 1 trillion yuan within five years, and achieve new breakthroughs in the marketization, industrialization, and internationalization of Beidou-scale applications.

The first is to strengthen top-level design. Coordinate and promote the research on key core technologies such as high-end chips, key components, and fusion algorithms, strengthen the integration and innovation of Beidou, artificial intelligence, satellite Internet and other technologies, promote a more reasonable layout of satellite navigation infrastructure, cultivate and expand high-quality enterprises, and build a safe and reliable space-time base.

The second is to optimize institutional guarantees. Accelerate the promulgation and implementation of the "Satellite Navigation Regulations of the People's Republic of China", improve the industry standard system and testing and certification system, guide relevant parties to increase the acceptance of certification results, improve application service supporting measures, and consolidate the institutional foundation for Beidou's large-scale application.

The third is to deepen openness and collaboration. Relying on various multilateral cooperation mechanisms, we will continue to promote the implementation of practical cooperation projects such as technology exchanges, talent cultivation, and joint demonstrations, and actively participate in the global governance of satellite navigation, so that Beidou products and services can benefit more countries and people, and contribute to global economic development and improvement of people's livelihood.

Proactively respond to the El Niño phenomenon

According to predictions by relevant professional organizations, a super strong El Niño event will occur this autumn and winter, reaching its peak at the end of the year. The related climate impacts will last until next summer, bringing greater uncertainty to global food production. Li Chao said that overall, my country's agricultural production is confident, well-positioned and capable to cope with risks and challenges such as El Niño.

At present, my country has built more than 1 billion acres of high-standard farmland. The national comprehensive mechanization rate of crop cultivation and harvest has reached 76.7%, and the emergency harvesting and drying capabilities have been significantly enhanced. Li Chao said that in the next step, he will work with relevant departments to pay close attention to changes in the situation and proactively respond to the El Niño phenomenon.

The first is to strengthen disaster monitoring and early warning, closely track the development trend of El Niño, assess risks by region and crop, and formulate plans. At the same time, combined with the animal and plant protection capacity improvement project, we will continue to strengthen the monitoring, early warning, prevention and control capabilities of abnormal weather-related pests and diseases.

The second is to consolidate the foundation of farmland water conservancy, continue to promote the construction of high-standard farmland, modernization of large and medium-sized irrigation areas and other projects, coordinate the layout of drought-resistant water sources and drainage channels, strengthen the connection and matching of farmland construction and water conservancy facilities, and improve the ability to drain and resist drought.

The third is to strengthen scientific and technological support for the seed industry, continue to promote the modern seed industry improvement project, and support relevant seed industry bases to increase technological research efforts and improve the supply capacity of high-quality varieties in response to disasters such as low temperature freeze damage and consecutive winter and spring droughts.

The fourth is to do a good job in market regulation, strengthen reserve throughput regulation and coordinated operation at all levels, make good use of policy grain resources, promptly launch minimum purchase price implementation plans in qualified places, and play a good role in supporting policies.
