Grants of up to 500 thousand rubles, 34 support measures for families, more than 100 students on internships in government agencies - Primorsky Krai relies on youth. Vera Shcherbina, First Vice-Governor and Chairman of the Government of the Primorsky Territory, spoke about the programs, in-demand specialties and prospects in an interview with RIA Novosti.
– Vera Georgievna, what opportunities do young people in the Primorsky Territory have for self-realization? What are the main support programs for young professionals?
– If we talk about opportunities for self-realization, today young people in Primorye really have a wide choice - from creativity and volunteering to entrepreneurship, public service and professional development. There are educational programs and forums in the region where young people can gain free knowledge in the field of creative industries, media, creativity, education and youth entrepreneurship. There are creative competitions and festivals – “Russian Student Spring”, “Russian School Spring”, and the KVN movement is developing. At the same time, the participants of the “Student Spring”, who became winners of previous years, today themselves act as mentors for teenagers - they share their experiences, help prepare for performances and develop creative skills. Thus, the guys get the opportunity not only to prove themselves, but also to pass on their knowledge to the next generation of participants.
A separate area is volunteering. Young people can participate in social, environmental and event projects, represent our region at federal forums and receive regional incentives. For those who already have their own idea, grant support is available. As part of the “Youth of Primorye” competition, you can receive up to 500 thousand rubles for the implementation of a youth project. That is, the guys have the opportunity not only to propose an idea, but also to receive resources in order to bring it to life. For example, this year 20 projects from nine municipalities received support for a total amount of 10 million rubles. In December, as part of the “Youth of Primorye” forum, young people will again be able to present their initiatives at a grant competition.
At the same time, we try to create conditions so that young people can develop not only in extracurricular activities, but also in the profession. One of the options to get your first work experience is Russian student teams. During their studies, children can officially find a job for the summer and try themselves in different directions - work as counselors, guides, participate in Putin service teams, construction and medical projects. This is an opportunity to gain practical skills, earn money, learn to work in a team, and take your first steps in the profession already in your student years.
Another tool for a professional start is the “Get involved in public administration” competition, which gives students the opportunity to undergo a paid internship in government bodies. Over five years, more than 100 students became participants. Based on the results of the 2025 competition, 20 winners are now undergoing internships in seven executive authorities of the region. This is a good example of how interest in social activities can develop into first professional experience and further employment.
There are other opportunities to try your hand at government. Since 2015, students can participate in the selection of public assistants to government officials. During this time, more than 75 students gained such experience and were able to get involved in the development and implementation of projects important for the region.
For young specialists who are already starting a professional career, separate support measures are provided. Graduates of colleges and universities under 35 years of age can participate in the competition for young specialists in socially significant and priority sectors of the economy. The winners are provided with a monthly payment during the first year of work - 12 thousand rubles, and for those who move to a place of work in another locality or region - 22 thousand rubles. In 2025, 500 people became winners and runners-up of the competition.
A separate issue is housing. To attract young professionals to the region, we are developing a rental housing market. Such houses already exist in Vladivostok, Bolshoi Kamen, Ussuriysk, Arsenyev, Nakhodka and other municipalities. In addition, the Far Eastern Mortgage program is available for a number of categories of young people.
We understand that self-realization is not only an opportunity to express yourself, but also an opportunity to build your life here. Therefore, we are developing youth infrastructure within the framework of the “Region for the Young” program. There are youth centers - for example, in September a branch of the center for the development of military sports training and patriotic education of youth "WARRIOR" opened in Vladivostok.
Material support is also important. For example, the governor's stipend was increased to 10 thousand rubles per month. Its task is to support young people who achieve results in studies, science, sports, creativity and social activities, implement social projects and participate in the promotion of their native land. We want them to have opportunities for professional growth and self-realization in Primorye, so that they can use the acquired competencies for the benefit of the region.
– What personnel is most needed in Primorye, in what industries?
– Today, the regional labor market is characterized by an excess of demand for labor over supply. The region's economy has the greatest need for qualified workers in such industries as construction (about 13.5 thousand vacancies), manufacturing (7.2 thousand), agriculture (2.5 thousand), transportation and storage (2.5 thousand), as well as wholesale and retail trade (2.2 thousand).
A significant proportion of vacancies are concentrated in large industrial centers - Vladivostok, Ussuriysk and Nakhodka. Among the most in-demand professions are turners, welders, crane operators, auto mechanics, tractor drivers, as well as engineering and maritime specialties, medical and teaching personnel, specialists in the field of logistics and hospitality.
Thus, the region today needs builders, manufacturing workers, trade workers, farmers, and transport workers. It is precisely these needs that the personnel training system is synchronized with: from colleges and universities to targeted agreements with enterprises and vocational training programs.
– How ready is the region to retrain visiting specialists in accordance with the needs of the real sector of the economy?
– The development of human resources is directly related to participation in federal projects related to attracting specialists from other countries and regions to work and study in Primorye. For many years, our region has been a leader in the Russian Federation in attracting qualified specialists under the labor mobility program.
The total number of highly qualified specialists - participants in the program, who moved to the region during the period of its implementation, from 2016 to the present, amounted to 2,742 people.
Primorsky Krai is provided with a subsidy from the federal budget for the implementation of the labor mobility subprogram. The amount of subsidy provided to the employer to provide support measures to the hired employee in 2026 is 1 million rubles for each specialist. The main participants of the program are enterprises of the shipbuilding and military-industrial complex. Thus, by September 24, enterprises in the region employed 165 employees as part of the mobility program (of which 68% were employed at the Zvezda shipbuilding complex).
At the same time, subsidies provided to employers to attract labor resources can be used for purposes related to training or retraining of both the employee and his family members. Educational organizations of the region provide training in various additional education programs; this year more than 50 thousand educational courses were conducted in the format of advanced training or retraining.
1.8 thousand people were trained by the employment service authorities. These include unemployed citizens, SVO participants and members of their families, disabled people, young people under the age of 35, citizens of the older generation, women with preschool children, employees of organizations of the military-industrial complex. Training enables people to become competitive in the labor market, and employers to improve the skills of their employees.
– Is there an opportunity for young people who have moved to make a career in government?
– Of course, young people have every opportunity to build a career in government. Primorye is developing at a pace that exceeds the Russian average - which means that the region faces new challenges and opportunities arise for specialists who are ready to participate in its development. It is the solution of such ambitious tasks for the development of the Primorsky Territory that attracts ambitious people here. These are opportunities to develop personal competencies, gain unique experience and make a significant contribution to large projects.
The government of Primorsky Krai always welcomes young people who are proactive, interested and ready to take responsibility. New employees can bring fresh perspectives, up-to-date knowledge and ideas, and help make government work more efficiently. Therefore, we are pursuing an active policy to renew personnel, invite talented students to internships with the Regional Government and pay them stipends.
We hold an annual regional competition “Get involved in public administration.” University students offer their socially significant initiatives, and we invite the best to a paid internship with the government of the Primorsky Territory. Together with experienced mentors, they bring the stated projects to life. During the internship, the winners of the competition develop professional skills and expand their portfolio, which in the future gives them the opportunity to apply for employment in vacant positions in regional authorities or subordinate institutions.
Every year we select 20 winners of the “Get involved in public administration” competition. In total, during the existence of this event, we accepted more than 100 students for internships. And, of course, the government of the Primorsky Territory is actively involved in the Muravyov-Amursky management training program. We conduct internships in executive authorities and municipalities, during which cadets are immersed in the specifics of government administration and participate in the development of projects for the development of our region.
I would like to note that the interest of program cadets in finding employment in the region is invariably high. Already 24 graduates are working in various positions in key areas of the region’s development - in housing and communal services, industry, education and culture, healthcare, youth policy, including government agencies. We value the people who choose our region and understand how important it is to provide decent living and working conditions in Primorye. We support those who decide to work in the regional government - we provide rental housing and, from 2025, we pay compensation for the Far Eastern bonus to those who do not yet have the necessary experience.
I am sure that for those who moved to the region and want to connect their future with it, state or municipal service is a unique chance to make a personal contribution to the development of the region and build a professional career. Success will depend on education, competencies and willingness to work for the benefit of the residents of Primorye.
– What support measures can young families living in the Primorsky Territory count on?
– We have 34 measures of social support for families with children. The system is designed to accompany the family at different stages - from the birth of a child to resolving housing issues and daily support for parents with many children.
At the birth of the first child, a one-time payment of 43,722 rubles is provided. If the family income is below the established level, you can receive an additional 10 thousand rubles per newborn.
We pay special attention to young and student families. Full-time students raising a child under three years of age can receive a monthly payment of 15 thousand rubles. In addition, educational institutions themselves develop support. For example, upon the birth of a child, the Far Eastern Federal University pays 50 thousand rubles, the Maritime State University named after Admiral G.I. Nevelskoy - 30 thousand, Vladivostok State University - 20 thousand. The Primorsky State Agrarian and Technological University provides financial assistance for raising a child - 25 thousand rubles once a quarter, at the Far Eastern Federal University - 20 thousand rubles every six months. There are also payments upon marriage and registration in the early stages of pregnancy. According to monitoring data, systemic material support for student families operates in seven universities and eight colleges of the region.
An important part of support is regional maternity capital. At the birth of a second child, its amount is almost 289 thousand rubles, at the birth of a third and subsequent children - more than 248 thousand rubles. Funds can be used to improve housing conditions, children's education and other designated areas. For capital for a third child, home repairs and medical services for the mother or children are additionally available.
A separate block is associated with housing. For families where a second child was born on January 1, 2025, a one-time payment is provided to improve housing conditions. Together with regional maternity capital, the amount of support can reach a million rubles. Large families in which the third or subsequent child was born on January 1, 2023 are provided with 550 thousand rubles to repay the mortgage loan. Together with the federal payment, 450 thousand is up to 1 million rubles for a mortgage.
For large families there is a separate set of 27 measures. This is compensation of 50% of expenses for living quarters and utilities, 100% compensation of expenses for handling solid waste and contributions for major repairs, annual payments for stationery and visits to cultural institutions, school and sports uniforms, as well as compensation for part of the cost of sports sections and travel for schoolchildren.
For young parents today there are several areas of support, and one of the key ones is help in resolving the housing issue. Since 2013, the subprogram “Providing housing for young families of the Primorsky Territory” has been in effect; during this time, more than 3 thousand families have received certificates of social benefits for the purchase or construction of housing. In 2026, 159 young families have already received such certificates.
That is, support covers the birth of a child, the period of parental education, the solution of housing issues, and the daily expenses of a large family. Our task is for the family to understand what kind of help they can count on in a specific life situation.
– What opportunities does Primorye provide for cultural life and entertainment for young people?
– One of the events that is interesting for young people is undoubtedly the International Pacific Theater Festival. This year, traditionally, master classes by Russian and foreign directors will be held as part of the festival.
