The 81st United Nations General Assembly was held at the United Nations Headquarters in New York. This year marks the 55th anniversary of the adoption of General Assembly Resolution 2758. The Ministry of Foreign Affairs reiterated again late yesterday (26th) that the full text of the resolution was 150 words and did not mention Taiwan. Therefore, Taiwan was not confirmed to be a part of China, nor was China authorized to represent Taiwan in the United Nations system. Therefore, no party may use this resolution as a basis for excluding Taiwan from participating in the United Nations system. Taiwan, the Republic of China, and the People's Republic of China are not affiliated with each other. This is the objective status quo across the Taiwan Strait and a fact recognized by the international community. It cannot be distorted or misled. Only Taiwan's democratically elected government can represent Taiwan's 23 million people in the United Nations system and multilateral international mechanisms.
The Ministry of Foreign Affairs pointed out that in order to achieve the goal of eliminating the existence of Taiwan, the Republic of China, China has strengthened its argument of "internalizing the Taiwan issue" and established a legal basis for its delusion of adopting aggressive actions to change the regional status quo. In recent years, China has continuously increased its efforts to distort UN General Assembly Resolution 2758 in bilateral and multilateral arenas, and coerced and induced countries in the global South to echo its position, which has aroused dissatisfaction and rebuttal from the international community. In addition to my country's friendly countries, including the executive or legislative departments of the United States, Japan, the United Kingdom, Sweden, the Netherlands, Australia, Canada, the Czech Republic, Belgium, and the European Union, as well as the Inter-Parliamentary Alliance on China Policy (IPAC) and the National Parliamentary Exchange Council (ALEC), they have made voices of justice in multiple ways and publicly refuted China's improper interpretation of UN General Assembly Resolution 2758. The European Union has also recently made it clear that the full text of UN General Assembly Resolution 2758 is only 150 words, and the content is very brief. It transfers China's representation in the United Nations from "representatives of Chiang Kai-shek" to "representatives of the Government of the People's Republic of China." The word "Taiwan" does not appear in the full text. The Ministry of Foreign Affairs emphasized that the San Francisco Peace Treaty, which became binding under international law after the end of World War II, replaced political statements such as the Cairo Declaration and the Potsdam Proclamation. The peace treaty did not hand over Taiwan to the People's Republic of China, which never ruled Taiwan. On the other hand, Taiwan has promoted political liberalization and democratization from the bottom up since the mid-1980s, and completed its first direct presidential election in 1996. Since then, the central executive and legislative representatives of the Taiwanese government have been elected by the people of Taiwan. It has since become the only legitimate government that effectively rules and represents Taiwan to the outside world. It has also established the objective status quo and fact that Taiwan, the Republic of China, and the People's Republic of China exist as equals and are not subordinate to each other. Since then, Taiwan has gone through three political party rotations in 2000, 2008 and 2016, continuing to consolidate its democratic system and consciousness of subjectivity, which also reflects the Taiwanese people's firm belief and will in the pursuit of freedom and democracy.
The Ministry of Foreign Affairs solemnly calls on the international community to work together to counter China's malicious distortion of UN General Assembly Resolution 2758 and jointly defend the rules-based international order. The Ministry of Foreign Affairs further sternly demands that the United Nations should remain neutral and stop cooperating with China to suppress Taiwan's right to legitimately participate in international affairs, so as to help Taiwan contribute to regional and global peace and stability, as well as the well-being of all mankind, and to promote the early realization of the goal of a "United Nations that benefits all mankind."
